Dear Bidder, The International Labour Office (ILO) is seeking an individual to serve as an External Collaborator. Below is a summary of the work to be performed: The ILO is seeking an external collaborator to support the testing of its forced labour risk assessment methodology in the Indonesian marine fishing supply chain, covering both domestic fleet operations and the recruitment and placement of Indonesian migrant fishers on foreign vessels. The collaborator will map the Indonesian marine fishing supply chain from recruitment and catch through processing to downstream export markets. The assignment includes identifying and organising evidence on legal and statistical forced labour risk factors — including the effectiveness of recruitment oversight and due diligence mechanisms — in line with the ILO measurement framework, undertaking a desk and literature review to assess how these risks vary across products and sub-sectors, and triangulating findings to test whether these indicators are sufficient to support conclusions on forced labour risk. The collaboration concludes with a validation phase, during which preliminary findings will be reviewed with the ILO, refined based on feedback, and consolidated into final deliverables to support methodology testing and future policy and due diligence applications.
