New clarification added: Regarding 4.5.1Description / ExplanationThe rescue- and fire trucks produced by our company has the rear body roof equipped with 2 longitudinal and 2 transverse rails made of stainless steel. This roof rail system designed for load capacity of at lest 50 kg. It is enough for load of equipment placed on these rails (for example, telescopic ladder with mounting device).Moreover, our rescue truck has enough space inside of rear body to locate ladder and suction hose and keep roof rails free for other long tools placed in future.Question – please allow use rear body roof equipped with 2 longitudinal and 2 transverse rails. The longitudinal and transverse rails must be constructed from heavy-duty, corrosion-resistant materials, strictly limited to extruded aluminum alloy (anodized or powder-coated) or stainless steel. Overall Length: 1,000 mm to 1,200 mm (1.0 to 1.2 meters).· Must be strictly rated for high-pressure operation (minimum 40 bar WP) and calibrated to match the module's 30 lpm flow rate. Heavy-duty stainless steel shaft with a hardened steel or hardened alloy piercing tip (capable of piercing sheet metal or engine hoods).· Must feature a solid strike plate (anvil) at the rear to allow driving with an axe/sledgehammer, and a T-handle or insulated grip for operator control.The worldwide manufacturers of such tools made them long, strong with anvil an the end, suitable for high water flow (> 200 liters per minute) and low pressure, created by standard fire pumps. These tools used, for example, to penetrate marine containers.or made them shorter, suitable for high pressure and low water flow. These tools used to penetrate thin metal plates, incl. vehicle engine’s hoods, etc.). New clarification added: Regarding 5.6.3Description / ExplanationIn para 5.6.2 is written Foam concentrate shall comply with minimum compliance with EN 1568-3:2018 (or acceptable equivalent UL 162). EN 1568-3:2018 is a European Standard published by CEN that specifies requirements for low expansion foam concentrates intended for surface application to water‑immiscible liquids (for example hydrocarbon fuels). The standard defines required chemical and physical properties, minimum performance criteria, marking and documentation requirements, and test methods to verify behaviour under standard and conditioned temperatures. Since para 5.6.1 defines delivery of Class A foam, which is not applicable for surface application to water immiscible liquids like hydrocarbon fuels, we do not understand why compliance with EN 1568-3:2018 is specified? The UL 162 (Standard for Foam Equipment and Liquid Concentrates) is not applicable for Class A foam also.Question - allow to offer foam concentrated for Class A fires in compliance with internationally recognized standards___________ANSWER___________Dear Bidder,Thank you for your question.The requirement for the foam concentrate to comply with EN 1568-3 or UL 162 remains unchanged. We acknowledge that these standards are applicable to Class B foams. New clarification added: Regarding 5.1.17Description / ExplanationThe EN 16327 (Positive proportioning systems) or equivalent (local DSTU EN 16327:2018) are not applicable if the foam injected on suction (intake) side of pump.Based on the purpose of the vehicle for this tender - extinguishing fires in ecosystems, residential and non-residential buildings, at energy, transport and industrial infrastructure facilities, the vast majority of fires are class A, for extinguishing which a concentration of foam is 0.1 - 1% is required. Questions:– please cancel requirements about compliance to the EN 16327 if not applicable for pump offered. – please allow to use foam systems with fixed foam dosing ration (1%)___________ANSWER___________Dear Bidder,Thank you for your question.Regarding point one of your question relating to the dosing rate, since the system is required to handle Class B fires, as specified in Clause 5.1.26, the dosing unit shall be capable of providing dosing settings of 1%, 3%, and 6%. Therefore, a system with a fixed dosing ratio of 1% only would not meet this requirement.Regarding point two of your question relating to compliance with EN 16327, bidders offering suction-side proportioning systems will be exempt from compliance with EN 16327.Accordingly, Clause 5.1.17 of Section II – Schedule of Requirements will be amended as follows:“Compliance with EN 16327 (Positive proportioning systems) or equivalent. The ladder with support and mounting elements will increase overall height of vehicle on 500mm approximately. Suction hose's tube: Unlike the suction hoses of big fire trucks, the suction hose for small truck based on pickup is one piece part, has diameter 30-50mm and 10 meters long. The smaller suction hose can be rolled into a ring and placed inside the rear body.
