Invitation to Pre-qualify: Supply and Delivery of Electrical Hardware & Supplies

SCOPE OF PRE-QUALIFICATION PROCESS:

The purpose of this pre-qualification is to establish a list of pre-qualified suppliers that will be invited to bid for various future tenders related to supply and delivery of various Electrical Hardware and Supplies with a total contract value up to USD 5 million.

Various Electrical Hardware and Supplies, required for rehabilitation of power sector infrastructure in Ukraine, will include but are not limited to:

1. Circuit Breakers

2. Disconnectors (35–750 kV*)

3. Surge Arresters (10kV to 750kV*)

4. Insulators and Bushings (35 to 330KV*)

5. Switchgear and Substation Equipment (6 to 10kV*)

6. Auxiliary Equipment : Busbar and Busducts

7. Variable Frequency Drive

8. Electric Motors

9. Process equipment (flanged gate valve, gearbox, electric actuator)

10. Electrical Installation Materials (0.4kv)

11. Current and Voltage Transformers (6kV to 750kV*)

12. Automation and Control Systems

A brief product description of abovementioned Electrical Hardware and Supplies are provided at ANNEX 1. The technical parameters may not be limited to the parameters, provided in product description. Further, the standards or requirements mentioned are indicative and may not be limited to it. The scope of prequalification will also include supplies of other similar Electrical Hardware and Supplies which are required for power sector infrastructure.

PRE-QUALIFICATION BANDS:

The suppliers will be placed in the following three (03) bands based on their technical and financial capacity provided they meet the eligibility and qualification requirements:

(i)  Band 1: The suppliers placed in Band 1 will be eligible and qualified for awards of contracts up to USD 1 million.

(ii)  Band 2: The suppliers placed in Band 2 will be eligible and qualified for awards of contracts up to USD 2.5 million.

(iii) Band 3: The suppliers placed in Band 3 will be eligible and qualified for awards of contracts up to USD 5 million. 

UNDP will assess the applications against the pre-qualification criteria outlined in “Section 3 – Prequalification criteria and requirements” of ITP and will place the suppliers in the respective band for which they qualify based on the documents and information provided in their application. Applicants prequalified for a higher band will be eligible to participate in tenders of lower bands up to the ceiling limit of the assigned band.

Interested applicants are required to register for Pre-qualification Information Meeting by submitting their company name, list of attending representatives and their contact information through Quantum messages portal for the subject negotiation or at the following e-mail by 31 July 2026. Online meeting links will be shared with interested participants.
