Call for External Collaborator – International Expert to develop an Investment Governance Framework and Investment Policy for the Bangladesh Employment Injury Insurance Scheme, ILO Social Protection Branch (SOCPRO)

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO is seeking an international expert to help Bangladesh establish the permanent investment governance structure for its national Employment Injury Insurance Scheme (EIS), and to develop a comprehensive Investment Policy covering asset allocation, return objectives and risk management, appropriate to the scheme's benefit obligations and the Bangladesh financial market context. The assignment also includes capacity building for national stakeholders and an evaluation of licensed Bangladeshi insurers in view of a potential annuity purchase for EIS Pilot beneficiaries. The goal is to have the governance structure designed, approved and operative before the end of January 2027.
