INTRODUCTION


The Government of Jamaica, with support from UNDP under the GEF-8 Umbrella Programme and related biodiversity initiatives, is undertaking the update of its National Biodiversity Strategy and Action Plan (NBSAP) to align with the Kunming-Montreal Global Biodiversity Framework and CBD Decisions 15/6 and 16/32. The assignment will support a comprehensive, participatory process involving stakeholder engagement, gender mainstreaming, policy alignment, biodiversity mainstreaming across sectors, and strengthened implementation planning.

UNDP therefore seeks to engage a qualified firm or consortium to prepare Jamaica’s updated NBSAP and support the country’s commitments under the Convention on Biological Diversity.

 

SCOPE OF TENDER

The selected firm or consortium will support the Government of Jamaica and UNDP in revising and updating the National Biodiversity Strategy and Action Plan (NBSAP) to align with the Kunming-Montreal Global Biodiversity Framework (KMGBF) through a comprehensive and participatory national process. The assignment includes stakeholder engagement and consultations, conducting biodiversity gap analyses, gender assessments, policy alignment reviews, and biodiversity mainstreaming across key sectors while identifying financing, capacity, and implementation gaps. The contractor will also assess linkages with climate, sustainable development, and multilateral environmental agreement commitments, and develop recommendations to strengthen biodiversity conservation and sustainable use. Based on these analyses, the firm will prepare draft and final NBSAP reports, including implementation priorities, spatial planning considerations, capacity development needs, risk assessments, and actionable measures to support achievement of Jamaica’s national biodiversity targets. The assignment will culminate in stakeholder validation of findings and submission of a finalized NBSAP that reflects national priorities and fulfills Jamaica’s obligations under the Convention on Biological Diversity.
