Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will conduct a comprehensive assessment of Syria's occupational safety and health (OSH) system under the ILO EU-funded programme, "EU Support for Safe Returns and a Stable Future". The programme aims to improve living conditions and resilience for Syrian returnees and host communities, creating conditions for voluntary, safe, and dignified returns. Within this EU programme, ILO's component focuses on advancing policy frameworks to strengthen private sector engagement, promote job creation, and ensure quality worker protection through social dialogue. A key priority is strengthening labour market governance and institutional capacity, including a dedicated focus on improving the national Occupational Safety and Health (OSH) system—essential for decent work in post-conflict reconstruction. The ILO Global Strategy on OSH emphasises national OSH programmes as tools for tripartite cooperation. Syria has ratified key Conventions (No. 81, No. 129, No. 155) but over 14 years of conflict have weakened public institutions, including labour inspection and OSH bodies. This assignment engages a qualified expert to undertake a comprehensive study and prepare an integrated report on the current status of Syria's OSH system. This is a critical first step towards assessing gaps and supporting reform efforts in line with the EU programme's objectives, conducted in close collaboration with the Ministry of Social Affairs and Labour (MOSAL).
