New clarification added: QuestionMany thanks for the clarifications provided, No. 4 of which was partly answered. Section 5.3 of the terms of reference is headed "Qualification and Experience of the Key Personnel" and lists educational/experience criteria - but doesn't state the number of key personnel required. To ensure bidders submit the correct number of CVs in the required format, kindly confirm the minimum number of CVs UNOPS expects to receive with the technical quotation (eg. Team Leader plus one Key Expert, or Team Leader plus a stated number of additional key experts).AnswerPlease provide CVs and cost for the Team Lead and one key personnel.

There is mention of Construction Practitioner; can you give some clarity on that, as that role is very broad3. Can there be an indication of the regions from which the district will be selected? New clarification added: Question:We refer to the above-captioned Request for Quotation. In accordance with Article 4 of Section I of the Instructions to Bidders, we respectfully submit the following requests for clarification. Given the short bidding period, we would be grateful for responses at UNOPS’ earliest convenience, and we kindly ask UNOPS to consider whether any resulting amendments may warrant an extension of the submission deadline.1. Submission modalitySection 9 of the Terms of Reference (Proposal Submission Requirements) states that bidders shall submit “four (4) hard copies and a soft copy” of the Technical and Financial Proposals, whereas the RFQ is issued through the UNOPS eSourcing system. In view of the electronic nature of the procurement process and the limited time available for submission, we would be grateful if you could kindly confirm that the submission of soft copies only, through the UNOPS eSourcing system, will be acceptable in lieu of the hard-copy requirement.2. Feasibility Study TemplateThe TOR makes reference to the “official Feasibility Study Template” (Specific Objective (a); Deliverables 4a; Section 9), including a required section-by-section mapping of the methodology to the Template. The Template does not appear to be included in the RFQ package published on eSourcing. Kindly issue the Feasibility Study Template as an addendum, as it is essential for the preparation of the technical and financial proposals.3. Stakeholder Workshop logistics and costsSection 9 indicates that reimbursables including workshop logistics are to be included in the Financial Proposal. Kindly confirm: (i) whether the Consultant bears the costs of venue, catering, materials and participant travel/per diems for the two discussion sessions and the national validation workshop; (ii) the assumed number of participants and locations to be used for pricing purposes.4. List of Experts and budgetKindly indicate whether UNOPS has the full list of Experts, estimated time or an indicative budget ceiling for this assignment, to assist bidders in scaling their teams appropriately.Answer1. Please note that this requirement has been removed from the TOR. Bidders are therefore required to submit all returnable documents through the esourcing platform.
