New clarification added: Dear Customer,Good day.We kindly request clarification regarding the vehicle configuration required for the Electrical Testing Laboratory.Could you please confirm whether the laboratory is intended to be installed on an all-metal panel van, such as a Fiat Ducato, Peugeot Boxer, Ford Transit, or an equivalent vehicle, with the necessary modifications carried out to accommodate the laboratory equipment?Please note that vehicles of this type have a Gross Vehicle Weight Rating (GVWR) of up to 3.5 tonnes. Consequently, the available payload capacity may be limited depending on the weight of the installed equipment and modifications.Alternatively, do you require the Electrical Testing Laboratory to be mounted on a commercial truck chassis equipped with a purpose-built, fully enclosed laboratory body specifically designed and manufactured for laboratory applications? Such a configuration would typically have a Gross Vehicle Weight Rating (GVWR) exceeding 3.5 tonnes and would provide significantly greater payload capacity and installation space for the laboratory equipment.We would appreciate your clarification regarding the required vehicle configuration to ensure that our proposal fully complies with your technical requirements.Thank you in advance for your assistance. ___CLARIFICATION RESPONSE__ Dear Bidder!Thank you for your request for clarification.Proposals based on either an all-metal panel van or a commercial vehicle chassis equipped with a purpose-built fully enclosed laboratory body will be accepted.Accordingly, bidders may propose either a Category N1 vehicle (Gross Vehicle Weight up to 3.5 tonnes) or a Category N2 vehicle (Gross Vehicle Weight up to 5.0 tonnes), provided that the completed Mobile Electrical Laboratory Vehicle fully complies with all technical, functional and performance requirements of the Technical Specification, including all required laboratory capabilities, compliance with the manufacturer's certified Gross Vehicle Weight (GVW) and axle load limits, and safe operation under the intended operating conditions.To avoid any ambiguity, the Technical Specification will be amended accordingly, and the revised version will be issued to all prospective bidders as part of the solicitation documents.With best regards,Procurement Team

New clarification added: Dear Colleagues,We kindly request that you consider amending "Form G: Technical Bid Form – Lot 2" (eSourcing reference: RFQ/2026/63349, Lot 2: Emergency Repair Vehicle based on a Medium-Duty Truck Chassis – 1 unit): Item 1.2.2.3 Engine power (not less than): 139 kW (190 hp),to read as follows:Engine power (not less than): 115 kW (150 hp).Item 1.2.4.1 Front suspension:- reinforced mechanical leaf-spring or pneumatic suspension;- suitable for operation at the specified gross vehicle weight and under the intended operating conditions;- equipped with telescopic shock absorbers and a stabilizer bar. Operating conditions: urban environments and off-road travel for emergency restoration work, including operation on public roads and access roads.These changes will avoid restricting manufacturers of similar products that use chassis with such specifications, thereby increasing the number of potential participants, which in turn will lead to cost savings.Item 1.3.8.3 Access to the cargo/technical compartment: double-leaf rear doors. To be amended to read: Access to the cargo/technical compartment: single-leaf or double-leaf rear doors. Explanation: Given the presence of sloped longitudinal roof edges (Item 1.3.1.2) and recesses (compartments) for oxygen and propane cylinders, installing double-leaf rear doors is not technically feasible. However, as the manufacturer, we can confirm that the opening width of the single-leaf door—1,200 mm—is entirely sufficient. Item 1.3.10.1: Side service doors and rear cargo doors must be equipped with heavy-duty retractable or folding steps made of galvanized steel or aluminum. To be amended to read as follows: Side service doors and rear cargo doors must either have built-in steps or be equipped with heavy-duty retractable or folding steps made of galvanized steel or aluminum. Explanation: For ease of entry into the passenger compartment, it is advisable to use built-in steps (similar to those found on passenger buses). Item 1.4.2.1. Installation location (diesel generator): on the inner side of the cargo/technical compartment door. To be amended to read: Installation location (diesel generator): on the inner side of the cargo/technical compartment door or in a dedicated compartment (recess). Explanation: Depending on the manufacturer, 10 kW diesel generators can weigh up to 200 kg; mounting such heavy components on the door is not technically feasible (as it would damage the door opening mechanisms). Most manufacturers of similar products place the generator in a dedicated recess within a technical compartment secured by roller shutters. Furthermore, the provision of a generator recess is already stipulated in Clause 1.5.5.1. Please find below the UNOPS official clarification response: 1) Requirement 1.2.2.3 will be revised to read as follows: 1.2.2.3 Engine power (not less than): 115 kW (150 hp). 2) Requirement 1.2.4.1 will be revised to read as follows: 1.2.4.1 Front suspension: - Reinforced mechanical leaf-spring or pneumatic (air) suspension. - Suitable for operation at the specified gross vehicle weight and under the intended operating conditions. - Equipped with telescopic shock absorbers. - Equipped with a front anti-roll (stabilizer) bar. - The front suspension shall be designed by the vehicle manufacturer to ensure vehicle stability, directional stability, and safe handling of the fully equipped vehicle at the maximum gross vehicle weight. 3) Requirement 1.2.4.2 will be revised to read as follows: 1.2.4.2 Rear suspension: - Heavy-duty mechanical leaf-spring suspension or pneumatic (air) suspension. - Suitable for operation at the specified gross vehicle weight and under the intended operating conditions. - Roll Stability Requirement: Must be equipped with a rear anti-roll (stabilizer) bar, OR, if omitted by the vehicle manufacturer's standard chassis design, the suspension must feature an integrated structural design (e.g., heavy-duty reinforced leaf springs) expressly certified by the vehicle manufacturer to provide equal roll-resistance and safe handling. - The rear suspension shall be designed by the vehicle manufacturer to ensure vehicle stability, directional stability, and safe handling of the fully equipped vehicle at the maximum gross vehicle weight. 4) Requirement 1.3.8.3 will be revised to read as follows: 1.3.8.3. Access to the cargo/technical compartment: Single-leaf or double-leaf rear doors with a minimum clear opening width of 1,200 mm. If a single-leaf door is utilized, it must be equipped with heavy-duty mechanical door retainers, gas struts, or a locking mechanism capable of securing the heavy door safely in the open position (at 90 degrees and/or 180 degrees) against high wind loads during field operations. 5) Requirement 1.3.10.1 will be revised to read as follows: 1.3.10.1 Side service doors and rear cargo doors must be equipped with either built-in steps or heavy-duty retractable or folding steps made of galvanized steel or aluminum. 6) Requirement 1.4.2.1 wil be removed from the schedule of requirements for Lot 2 and 3.
