New clarification added: Dear Colleagues, As a Ukrainian manufacturer of emergency repair vehicles, we kindly request that you consider amending "Form G: Technical Bid Form – Lot 2" (eSourcing reference: RFQ/2026/63349, Lot 2: Emergency Repair Vehicle based on a Medium-Duty Truck Chassis – 1 unit): Item 1.4.1 Only professional welding generators—such as the MOSA TS 405 EVO, which measures 1568x710x930 mm, weighs 450 kg, and costs between $35,000 and $40,000—meet the client's requirements for a diesel welding generator. This is professional-grade equipment that is not currently available in Ukraine; the lead time for manufacturing and delivery exceeds four months. Furthermore, the unit is very bulky, making it difficult to fit inside the equipment compartment of an emergency repair vehicle. Given the presence of a control panel, the dimensions of the niche for such a generator must be at least 2000x1000x1200, which is not feasible if niches for gas cylinders are also present. Positioning the niche transversely would block access to the interior of the technical compartment. Notes:1. A maximum welding current of 300 A is used when welding with electrodes 7 mm or larger in diameter. For welding with 3 mm or 4 mm electrodes, a current of up to 140–180 A is quite sufficient.2. Gasoline welding generators are more compact, lightweight, and affordable than diesel models. We request that you consider replacing the generator's fuel type from diesel to gasoline, reducing the current to 180–200 A, and reducing the power output to 6–7 kW. New clarification added: Dear Customer,We have a question regarding clauses 1.7.7 / 1.2.1.2 / 1.2.1.3 of the technical specification for Lot No. 3, concerning the capability to recover trams and tram cars:What is the unladen (kerb) weight of the tram car to be towed?A truck with a gross weight of 12 t and a 4×2 wheel configuration would be insufficient for towing tram cars for safety reasons, particularly on roads with any gradient. The chassis specifications must provide for an appropriate maximum combined weight of the vehicle combination. Where it is possible to link the chassis braking system with the tram car's braking system (provided the latter is fully operational), towing is permissible; however, the gross combination weight of the road train must be rated by the chassis manufacturer at approximately 40 t. If the braking system of the towed tram car is absent or inoperative, the tractor unit cannot tow a tram car whose weight exceeds half the gross weight of the towing truck.In other words, when towing a tram car with inoperative brakes and a car weight of 20 t, the gross weight of the chassis alone (not the road train) of the truck must be at least 40 t — and certainly not 12 t. We kindly ask you to clarify this matter and bring the technical requirements into line, so as to prevent the recipient from receiving equipment that will be unable to perform its intended functions. Such changes entail a revision not only of the gross weight but also, accordingly, of the wheel configuration and the engine power.We also have a general question regarding Lots No. 2 and No. 3. Based on the technical specification, the primary purpose of the vehicles is the maintenance and repair of tram tracks. Such vehicles are usually additionally equipped with an aerial work platform to enable servicing of the overhead contact lines. Is such a platform required in this case? We did not find any mention of it in the technical specification.We kindly ask you to confirm whether an aerial work platform for the repair of overhead contact lines is required. __CLARIFICATION RESPONSE__ Dear Bidder! Thank you for your request. Please find below the UNOPS official clarification response: Question 1. We confirm that the intended operational purpose of the road-rail system is to enable the Emergency Repair Vehicle to travel along the tram tracks in order to access emergency repair sites. The vehicle will not be required to tow disabled tram cars. Therefore, the specified base vehicle requirements, including a minimum GVW of 12,000 kg, 4x2 wheel configuration and minimum engine power of 115 kW (150 hp), remain unchanged and are considered suitable for the intended operational purpose of the vehicle. The Schedule of Requirements for Lot 3 will be revised as follows: 1) 1.1.1. Fully integrated Emergency Repair Vehicle with road-rail system intended for transportation of repair personnel, tools, materials and equipment, for performing emergency repair and maintenance works on utility infrastructure and associated equipment under field conditions, and for accessing tram rail infrastructure. 2) Requirement 1.2.8.6 will be removed from the Schedule of Requirements. 3) Requirement 1.7.7 will be removed from the Schedule of Requirements. 4) 1.10.6 The training program shall include safe deployment and operation of the road-rail system on 1,524 mm tram tracks, including practical demonstrations of track alignment and engagement of the locking mechanisms. Question 2. We confirm that an aerial work platform (AWP) is not required for these vehicles. The primary purpose of the vehicles under Lot 3 is the mobile and rapid elimination of emergency situations and the repair of the tram tracks (ground-level infrastructure), rather than the maintenance of overhead contact lines. Please base your quotation strictly on the equipment listed in the current technical specifications. The revised version of the Schedule of Requirements and Form G Tehnical Bid Form will be issued with the next amendement of the RFQ. With best regards, Procurement Team

Access to the cargo/technical compartment: Single-leaf or double-leaf rear doors with a minimum clear opening width of 1,200 mm.
