New clarification added: Question 5: With reference to the accepted brands (Getinge, Dräger, and Baxter), we kindly request that our brand be evaluated and accepted for participation in this tender, as it has already been accepted by DRMS and previously purchased by them. Since the end user has direct experience with the brand, we respectfully request UNOPS to consult DRMS and consider including it alongside the listed brands. Therefore, alternative brands cannot be evaluated, regardless of technical equivalency.Thank you for your understanding.Question 6:  As the bidder is comply to nationality eligibility requirements (Jordanian bidder) and it is “authorized distributor in Jordan by manufacturer Company”, Please confirm that regardless of the original shipping country that the manufacturer will ship the goods from , the Jordanian bidder will be eligible against source eligibility term mentioned in tender particular section, as the manufacturer will ship the goods by name of “Jordanian bidder” to free zone stock in Jordan , and then Jordanian bidder will ship/supply it from Jordanian free zone stock to UNOPS (Final destination required in tender).  So that the goods will be shipped from a country included in the eligibility list (Jordan)UNOPS Answer: Please refer to the Bidder eligibility section in the Particulars tab regarding the country eligibility.4. Eligibility DeclarationBidders must submit an eligibility declaration confirming that the goods are shipped from a country included in the eligibility list. Submission of this declaration to UNOPS is a prerequisite for payment. New clarification added: Question 1: We respectfully request clarification regarding the requirement that limits the accepted manufacturers for the Surgical Light to a specific list of brands.Restricting participation to a limited number of predefined manufacturers may unnecessarily limit competition and exclude other internationally recognized manufacturers whose products fully comply with the required technical and performance specifications.In the interest of promoting fair and open competition, transparency, and obtaining the best value for the project, we kindly request that the tender be amended by either:Removing the "accepted brands" requirement and evaluating all offers solely based on compliance with the published technical specifications; orExpanding the list of accepted manufacturers to include other internationally recognized manufacturers whose products meet the required specifications. We believe that evaluating bidders based on technical compliance, quality, and performance—rather than limiting participation to a predefined list of manufacturers—will ensure equal opportunity for qualified suppliers while enabling the procurement process to achieve the most advantageous outcome.UNOPS Answer: Thank you for your interest in RFQ 2026/63605. Further extension won't be possible due to the project schedule timeline. Regarding the site visit, it will be coordinated with the awarded supplier only after awarding the tender.Question 3: Regarding the qualification criteria # 7: The proposed manufacturer shall have a valid and certified Quality Management System (QMS). The bidder must submit in the offer (e.g. FDA and/or CE certificate or MDR (Medical Device Regulation) certification given for the specific medical devices proposed).Please note that the proposed device (Operating Room Light) is classified as a Class I medical device. According to the Jordan Food and Drug Administration (JFDA) instructions, the applicable conformity document for Class I medical devices is the Declaration of Conformity (DoC).Accordingly, we kindly request that Qualification Criteria #7 be amended to include the Declaration of Conformity (DoC) among the acceptable certificates for Class I medical devices.UNOPS Answer:The Criteria is moved to (Technical specifications for Goods and Comparative Data Table) and amended to include a valid manufacturer's Declaration of Conformity (DoC) as an acceptable product certificate for Class I medical devices. We have noted that the technical requirements appear to reference a limited number of specific manufacturers. We would appreciate your confirmation as to whether manufacturers offering products with equivalent or superior technical performance and compliance with the required international standards would also be accepted. In addition, is there a process of prequalification required to add a manufacturing company that is considered an accepted brand by your governing authority?  UNOPS Answer: Thank you for your interest in RFQ 2026/63605.
