Description
The United Nations Secretariat intends to establish a global, long-term Contract for the provision of Software Development and Application Services in support of the Office of Information and Communications Technology (OICT) and all other United Nations Secretariat entities worldwide. The requirement aims to establish a roster of qualified contractors capable of delivering a broad range of software development, application support, digital transformation, and related ICT professional services to support the mandates and operations of the United Nations. Services may be required by, but are not limited to, United Nations Headquarters, Peacekeeping Missions, Special Political Missions, Offices Away from Headquarters, Regional Economic Commissions, Tribunals, and other Secretariat entities globally. Services may be delivered from United Nations premises, contractor premises, offshore locations, or through remote delivery arrangements, depending on operational requirements. The scope of services includes the design, development, implementation, enhancement, integration, operation, maintenance, support, modernization, and governance of enterprise and departmental applications. The requirement also encompasses strategic advisory services, digital transformation initiatives, cloud migration and operations, application security, artificial intelligence and automation, data and analytics, and related application lifecycle services. The contractor(s) may be required to provide expertise in, but not limited to, the following areas: • Technology and digital strategy advisory services; • Artificial intelligence (AI) and intelligent automation services; • Application security and DevSecOps services; • Business analysis and requirements management; • Cloud architecture, migration, engineering and governance services; • Data engineering, analytics, business intelligence and data science; • DevOps, platform engineering and infrastructure automation; • Enterprise application services, including architecture, implementation, configuration, customization, administration, support and security for platforms such as Oracle, SAP, ServiceNow, Salesforce, Microsoft and similar enterprise technologies; • Project and delivery management services; • Quality assurance, testing and test automation services; • Software engineering and custom application development services; • Technical architecture services; • User experience (UX), product design, training, enablement and knowledge management services. The United Nations anticipates utilizing multiple service delivery modalities under the resulting contract(s), including: 1. Integrated Services (resource augmentation) through the provision of individual or team-based ICT professionals to work under United Nations direction; 2. Project-Based Services for the delivery of defined outcomes, projects or initiatives with agreed deliverables, timelines and acceptance criteria; and 3. Managed Services for the ongoing operation, maintenance and support of applications and related ICT services under agreed service levels. Specific Requirements/Information • This procurement exercise will be conducted through the ARIBA E-Tendering platform, which is directly integrated with the United Nations Global Marketplace (UNGM). Interested vendors are therefore advised to ensure that their UNGM registration is current, particularly with respect to contact information and designated representatives’ email addresses, in order to receive all tender-related notifications. • This Request for Expression of Interest (REOI) does not constitute a Solicitation. Submission of a response to this REOI does not guarantee that a vendor will be invited to participate in any subsequent Solicitation issued by the United Nations. • The United Nations reserves the right to amend, suspend, or cancel the procurement process at any stage during the REOI phase or the subsequent formal Solicitation process. • The United Nations further reserves the right to issue the Solicitation Documents to vendors identified through this REOI and/or through additional market research or other sourcing methods deemed appropriate to meet the Organization’s requirements.
