This ITB refers to the Supply of HPLC and GC Systems for the Committee for Sanitary-Epidemiological Welfare and Public Health (SES) of the Republic of Uzbekistan. The requirement is divided into the following three lots:
Lot 1: HPLC with FLD and RID detectors – 2 units
Lot 2: HPLC with DAD and FLD detectors – 2 units
Lot 3: GC with FID and ECD detectors – 2 units

New clarification added: Q34: Due to the substantial volume of clarification‑related content and extensive revisions required, we kindly request the tendering authority to extend both the clarification deadline and the bid submission deadline. New clarification added: Q32: Reference is made to technical requirement line 32 for Lot #2 "Operating temperature range of the sample storage compartment: from 4°C to 40°C. Presence of sample thermostating function in the autosampler in accordance with the manufacturer's technical documentation". Please consider revising the temperature as "from 4°C to min 35°C" for below reasons: 1. From the perspective of analytical standards, the temperature range of 35–40°C has no practical application scenarios. This project involves testing environmental samples containing PFAS and antibiotics. Both international EPA standards and domestic HJ standards uniformly require samples to be stored at 4–6°C under dark and low-temperature conditions. Temperatures above 35°C will cause the degradation of target analytes and microbial proliferation, which compromises quantitative test results. The 35–40°C range will never be adopted in routine laboratory testing. The 40°C upper limit specified in the tender is merely a redundant parameter and will not impair core analytical performance.2. When benchmarked against top-tier brands, the 4–35°C temperature range is a mature industry standard configuration. This configuration has long been deployed in numerous environmental and trace analysis laboratories worldwide, validated by international projects, and fully meets the testing requirements for PFAS, antibiotics and analogous analytes. A32:In order to ensure broader competition, this requirement will be revised and read as: "Operating temperature range of the sample storage compartment: from 4°C to 35°C or wider. Presence of sample thermostating function in the autosampler in accordance with the manufacturer's technical documentation."

New clarification added: Q31: Reference is made to technical requirement line 38 for Lot #2 "Temperature maintenance accuracy throughout the volume of the thermostated column compartment no more than 0.1 °C ". All mainstream commercial analytical HPLC column ovens specified within 0.5 ~ 1.0 °C across all these brands such as waters, Thermo, Agilent,Shimadzu. The ≤0.1°C uniformity specification is ultra-high standard and not common for standard analytical HPLC. So we would like to kindly propose a reasonable adjustment on this specification for your evaluation: Could we relax this requirement to ≤0.5~1.0 °C temperature uniformity inside the column compartment? A31: In order to ensure broader competition, this requirement will be revised and read as: Temperature uniformity throughout the volume of the thermostated column compartment: not more than ±0.5 °C.

New clarification added: Q30: Reference is made to technical requirement section B for Lot #2 "Equipment composition:" It is noticed that items listed section B is missing Post-column derivatization, however, in line 79, the Post-column derivatization is required. Please confirm whether the Post-column derivatization is required or not. Q30: A post-column derivatization system is required as part of the supplied HPLC system. Technical requirements will be revised accordingly.

New clarification added: Q29: Reference is made to technical requirement line 52 for Lot #2 "Wavelength setting accuracy: no more than ±2 nm". With a spectral bandwidth of 20 nm, the wavelength setting accuracy of ±2 nm is significantly too low and, while it does not affect the quality of the measurements, it completely restricts competition. It is requested that this parameter be changed to “no more than ±3 nm.” A29: Accepted. The specified wavelength setting accuracy will be revised to “no more than ±3 nm.”

New clarification added: Q28: Reference is made to technical requirement line 47 for Lot #2 "Baseline drift no more than 0.5*10^-3 AU at 254 nm". This level of baseline fluctuation is demonstrated under ideal conditions and cannot be achieved under normal operating conditions. We request that the value be changed to “no more than 1.0 × 10⁻³ AU at 254 nm.” A28: Please note that the clarification request appears to refer to an incorrect item. The request cites Lot 1: HPLC with FLD and RID detectors, whereas line 47 corresponds to Lot 2: HPLC with DAD and FLD detectors. Line 47 specifies baseline drift, while the clarification request refers to baseline fluctuation (noise). These are different performance parameters. Baseline drift characterizes the long-term stability of the detector, whereas baseline fluctuation (noise) characterizes short-term signal variations. The specified baseline drift requirement is considered appropriate for the intended applications and is consistent with the performance of modern diode array detectors. Therefore, the requirement will remain unchanged.

New clarification added: Q27: Reference is made to technical requirement line 44 for Lot #2 " Wavelength reproducibility — no more than ±0.1 nm". What is the difference between the parameters in items 43 and 44? It is proposed to remove item 44. A27: Lines 42 and 43 specify two different performance characteristics of the refractive index detector. Line 43 refers to baseline noise, which characterizes short-term signal fluctuations and detector sensitivity, while line 44 refers to baseline drift, which characterizes the long-term stability of the detector over time. Both parameters are standard performance specifications for refractive index detectors and are required to assess overall detector performance. Therefore, the requirement will remain unchanged.

This parameter is demonstrated using chlorhexidine, which is much more difficult to remove than caffeine. Would this constitute a non-compliance with the technical specifications? A26:Equivalent performance demonstrated using another recognized test compound (e.g. chlorhexidine), under the manufacturer's standard test conditions, will be considered acceptable, provided that the demonstrated carryover performance is equivalent to or better than the specified requirement. Technical Requirements will be updated and read as follows: "Cross-contamination level: not more than 0.0025%, demonstrated using caffeine or another recognized test compound under the manufacturer's standard test conditions, provided that the demonstrated performance is equivalent to or better than the specified requirement."

New clarification added: Q25: Reference is made to technical requirement line 79 for Lot #1 "Post-column derivatization system for mycotoxins analysis: Reagent pump - 2 pcs. Reaction thermostat - 1 pc. All connection tubing - 1 kit. Pump and thermostat controller - 1 pc. Pump and thermostat must be controlled via software, and HPLC method should include all parameters, not manually". The sensitivity of the fluorescence detector is sufficient for the determination of mycotoxins. Post-column derivatization is not necessary. It is requested that this item be excluded from the scope of supply, especially since such an accessory is not included in Section B (Equipment composition) A25:The post-column derivatization system is required to support analytical methods where enhanced fluorescence response is necessary for the determination of specific analytes, including certain mycotoxins. Therefore, the Equipment Composition and the corresponding technical requirements will be revised to explicitly include a complete post-column derivatization system.

New clarification added: Q16: Reference is made to technical requirement line 85 for Lot #3 "Sample injection injector – 1 pc." The Technical Specifications describe two sample introduction devices. However, only one is specified here; based on the subsequent descriptions, this appears to be an S/Sl injector. What type of sample introduction device should be installed? Additionally, the Technical Specifications describe a vapor-phase sampler, which is not included in the scope of supply. It is proposed to remove the equipment not included in the scope of supply from the Technical Specifications. A16: Regarding the sample injection devices (injectors): the gas chromatograph shall be equipped with two injectors Split/Splitless (S/SL) and PTV injector. Therefore Line 85 will be revised accordingly. The request to exclude the headspace autosampler cannot not be accepted, as the headspace autosampler constitutes a mandatory and integral component of the system and is required to perform high-precision analyses of alcoholic beverages and the determination of volatile organic impurities in accordance with the End user's operational requirements. Amendments will be introduced to Line 57 of the Technical requirements (Form C) by adding detailed technical characteristics of the headspace autosampler.

New clarification added: Q15: Reference is made to technical requirement line 57 for Lot #3 "Headspace autosampler. The sampler will be used for alcohol analysis, so each company can provide a model that can perform this type of analysis." The headspace autosampler is not included in the scope of delivery. We propose removing it from the technical specifications. If it is required, please specify its technical characteristics (injection method, number of samples, operating temperatures, etc.). During normal operation, rapid replacement of the sample introduction device is not required. Any sample introduction device on instruments from any manufacturer can be replaced quickly. It is requested that this item be removed, as it restricts competition. A13:The requirement is intended to ensure ease of maintenance and minimize instrument downtime during routine servicing. Such feature is available on multiple advanced GC systems from different manufacturers, therefore this requirement will remain unchanged.

What is the rationale for requiring such a high heating rate for the sample introduction system? The typical operating rate does not exceed 500 °C/min. Requiring such a high heating rate completely restricts competition. It is requested that this be changed to “at a rate up to 700 °C/min.” A10:To broaden competition the minimum heating rate requirement will be revised to "not less than 700 °C/min".

The PTV injector is not included in the configuration with the technical specifications you requested. It is suggested to remove it from the technical specifications. A9:The PTV injector is required to support advanced sample introduction techniques, including large-volume injection, solvent vent injection, and the analysis of thermally labile compounds, thereby expanding the analytical capabilities of the system for current and future laboratory applications. What is the rationale for this maximum flow rate requirement? Typical operating values for total flow rarely exceed 500 ml/min for helium. The 1,500 ml/min flow rate requirement is intended solely to limit competition. It is requested that this be changed to “from 0 to 1,200 ml/min of H₂ or He.” A8:The requirement is intended to ensure sufficient pneumatic capacity for advanced injection techniques, high split ratios, pressure pulsing and rapid system purging. Nevertheless, to broaden competition while maintaining the required functionality, the maximum flow rate requirement will be revised to not less than 1200 mL/min.

New clarification added: Q6: According to ITB_2026_63738, Section III – Returnable Bidding Forms, Form D – Technical Bid Form, Lot 2: HPLC with DAD and FLD detectors, S/N 80 states: "The supplier (if necessary) is obliged to equip the offered equipment… with all necessary spare parts… The list of such spare parts must be presented in the tender offer." S/N 81 states: "The supplier (if necessary) must complete the equipment… with all necessary spare parts…" S/N 82 states: "The list of such spare parts must be presented as part of the competitive offer." Clarification is requested as to whether these requirements are intended to be complementary or duplicative, and to confirm the exact documentation that bidders are required to submit regarding the spare parts to be supplied during the warranty period. A6:The requirement for Lot 2, line 81 was mistakenly included, it will be revised and read as follows: "The supplier (if necessary) must complete the equipment (taking into account the specifics of the offered model) with all necessary parts, components, materials (the cost of which must be included in the tender offer) for assembly, installation and commissioning at the workplace. The completeness must ensure the full functioning of the declared equipment."
