Description
The United Nations (UN) Department of Operational Support (DOS) is seeking to establish Global Systems Long-Term Agreement (LTA) contract for the supply of Uniforms for United Nations.
The Global Systems Contract will enable UN Secretariat entities to place Purchase Order directly with the awarded contractor. Prices, terms and conditions stated in the final contract will be effective for an initial period of two (2) years with an option to extend for three additional 1-year periods (2+1+1+1) at the sole discretion of the UN and upon satisfactory performance of the contractor.
This Request for Expression of Interest (REOI) seeks to identify qualified vendors interested in participating in a forthcoming solicitation for the supply of uniforms and associated uniform accessories for United Nations security personnel. The requirement may include uniforms in various styles, colours, sizes and configurations, together with related services such as tailoring, alterations, fitting, embroidery, insignia application, and other associated services as required.
Eligibility Criteria (Note: the below conditions shall not be evaluated as part of this REOI process, the evaluation shall take place after the ITB is issued and bids received from bidders at then):
1) The bidder must be either the manufacturer of security uniforms or an authorized distributor/reseller with a sub-contracted manufacturer. Joint ventures/consortiums of bidders shall not be permitted. The bidder shall provide a formal letter of association from the manufacturer certifying that the bidder is an authorized dealer of the offered product.
2) The bidder shall shall ensure that all materials, components, of the products offered comply with applicable health, safety, and environmental regulations in the countries of intended delivery and use. 3) The bidder shall possess the necessary expertise, technical capabilities, manufacturing capability, and relevant experience to supply all items within the bid.
a) The manufacturer must demonstrate a minimum of five (5) years of experience in the manufacture of uniforms or comparable apparel products and have sucessfully completed at least three (3) contracts, purchase orders, or projects of a similar nature and complexity during the last five (5) years.
b) Where the bidder is not the manufacturer, the bidder must demonstrate at least five (5) years of experience in supplying similar products and have a formal relationship with the manufacturer. The bidder must have completed at least three (3) contracts, purchase orders, or projects involving uniforms or comparable apparel products during the last five (5) years.
c) The bidder shall demonstrate the capability to supply and deliver products internationally, including experience supporting customers across multiple countries and regions and the ability to manage production and distribution requirements on a global scale.
4) Both the manufacturer and the bidder (if an authorized reseller) shall each operate under a documented Quality Management System (QMS) covering their respective roles in the supply chain.
5) The bidder should comply with internationally recognized labour, environmental, and social responsibility standards and demonstrate adherence to ethical manufacturing practices.
6) The bidder shall be capable of providing pre-production samples, prototypes, size sets, and production samples for evaluation and approval.
The detailed Scope of Requirements (SOR), including the performance and technical specifications, estimated quantities and the detailed Evaluation Criteria and Pricing Matrix, will be provided under the ITB at a later stage.
Specific Requirements/Information
Companies that wish to participate in the upcoming tender (ITB) are requested to submit their Expression of Interest (EOI) by submitting the electronic Vendor Response Form as per below instructions. Suppliers must be duly registered as a UN Secretariat vendor in the United Nations Global Marketplace (www.ungm.org) at the Basic Level or above to participate in the upcoming tender.
The eligibility requirements, technical qualifications, experience requirements, certifications, and other conditions described above are indicative only at this stage and shall not be evaluated as part of the present REOI process. These requirements will be formally assessed during the evaluation of bids submitted in response to the subsequent Invitation to Bid (ITB).
The bidders are advised that this REOI does not constitute a solicitation. The United Nations reserves the right to modify, postpone, or cancel this requirement, in whole or in part, at any time during the REOI and/or solicitation process without incurring any liabilit.
