United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit sealed tenders as follows:
The purpose of this instrument is the hiring of a legal entity for specialized consulting for the preparation of Diagnosis and Action Plans on Border Tourism, from the perspective of sustainable development and South American integration.
The notice will select the best proposals for the execution of three batches of contracts, namely:
• Lot 1: Southern Border Tourism – Borders of the states of Santa Catarina and Rio Grande do Sul with Argentina and Uruguay;
• Lot 2: Northern Border Tourism – Borders of the states of Amapá and Pará with Guyana, Suriname and French Guiana;
• Lot 3: Northern Border Tourism – Borders of the states of Acre, Rondônia and Mato Grosso with Peru and Bolivia.
Bidders may submit proposals for one or more lots, whose contracting will be carried out independently
The purpose of this notice is to provide general information on the requirements for the procurement process and to inform interested suppliers how to obtain a copy of the Solicitation Documents.
Interested companies who wish to participate in the OIC must request a complete set of Solicitation Documents, available free of charge, from UNESCO contact person at the address shown below.
The sealed tenders must be delivered to the UNESCO Brazil Procurement Portal on or before 14/08/2026 at 17:00 hours, in strict compliance with the instructions as stipulated in the Solicitation Documents.
UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested for a complete set of solicitation documents and officially confirmed their intention to submit a sealed tender. No remuneration will be made to companies for preparation and submission of their tenders.

Sustainable Procurement practices integrate requirements, specifications, and criteria that are compatible and in favour of the protection of the environment, the social progress and in support of economic development.
