New clarification added: Q27: According to ITB_2026_63515, Section III – Returnable Bidding Forms, Form D – Technical Bid Form, Lot 2: Gas Analyzer, Multicomponent, S/N 3 specifies "Methane (CH₄) – 0.3 ppm", S/N 4 specifies "Acceptable measurement methods used by the device: electrochemical, NDIR, UV fluorescence, photoionization (PID) depending on the component being measured", and S/N 5 specifies "Methane (CH₄) – 0–100%". Clarification is requested whether semiconductor measurement methods may also be accepted, as the bidder indicates that achieving a methane detection limit of 0.3 ppm while simultaneously measuring concentrations up to 100% volume cannot be achieved by a single portable sensor using only the measurement methods currently specified. Clarification is also requested whether the methane measurement requirements may be revised to resolve this technical contradiction.A27: The acceptable measurement methods remain the same. New clarification added: Q25: According to ITB_2026_63515, Section IV – Draft Contract for Goods, Annex III, Clause 1.5, Paragraph 2, clarification is requested regarding the transfer of title of the Goods. The bidder indicates that since the goods arrive addressed directly to UNOPS, the Contractor has no access to the cargo at the moment of its arrival at the customs post, as UNOPS is already recognized as the owner of the shipment. Clarification is requested as to whether the Contract may establish and specify the precise date of transfer of title from the Contractor to UNOPS. The bidder refers to the General Conditions stating that title to the Goods shall pass to UNOPS "upon their delivery and acceptance". Clarification is requested whether the date of title transfer may be explicitly stated as the date of delivery of the Goods to the destination point in accordance with the applicable Incoterms.A25: The request has been reviewed. New clarification added: Q24: According to ITB_2026_63515, Section III – Returnable Bidding Forms, Form D – Technical Bid Form, Lot 2: Gas Analyzer, Multicomponent, S/N 22 specifies "Additional equipment: USB Flash". Clarification is requested as to the required installation/connection position of the USB Flash drive. The bidder indicates that the offered equipment is equipped with a Type-C communication interface dedicated to data transmission for connection to a computer. However, the device cannot be directly connected to a USB Flash drive, and the USB Flash drive can only be inserted into a connected computer instead of the equipment itself. Clarification is requested whether the bidder's proposed solution, including supply of a standalone USB Flash drive, meets the tender specification. The bidder also requests clarification whether the requirement wording "USB Flash" may be revised to "if applicable", considering that the offered equipment is equipped with a memory card with a minimum capacity of 64GB, which fulfills all data storage requirements without the necessity of an additional USB Flash drive.A24: This requirement will be addressed through an amendment and read as: "USB Flash drive (if applicable)".A24The request is accepted. New clarification added: Q1: According to ITB_2026_63515_Section II – Schedule of Requirements, Section II.2c (Product Certification), compliance with medical device regulatory frameworks (MDR, MDD, FDA, etc.) is required. However, the items under Lots 1 and 2 are not medical devices. Could you kindly confirm whether, for these lots, a Declaration of Conformity (DoC) or an equivalent product conformity document will be considered sufficient? A1: The requirement under Section II.2c allows for different levels of certification depending on the technology offered under each lot. Accordingly, a Declaration of Conformity (DoC) verified by a Notified Body (NB) is acceptable, as requested.
