Description
The United Nations Office for Project Services (hereinafter "UNOPS") invites you to submit documents for Pre-qualification of bidders for the Construction of Public Buildings in Türkiye.
This Pre-qualification is a formal method of assessing an organisation against a set of pre-determined criteria. This process is not related to specific solicitation process and focuses on a general assessment of an organisations’ operational, personnel capabilities and internal processes, including internal quality management and financial health.
Please refer to the attached Section I Instructions to Prospective Bidders for details.
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM. For guidance on how to register on UNGM and submit responses to UNOPS tenders in the UNOPS eSourcing system, please refer to the user guide and other resources available at: https://esourcing.unops.org/#/Help/Guides
Clarification Meeting
A clarification meeting shall be held as follows:

Participation in the clarification meeting is not mandatory but participation is strongly encouraged to avoid the risk of non-compliant bids. Depending on the interest UNOPS reserves the right to change the modality of the meeting. All interested Bidders will be timely informed about the meeting details.

Please find the clarification below:Question: We noticed that in the eSourcing submission portal, the document slot title for Schedule 4 – Financial Capacity includes the descriptive text: "Proves of Successful completion of at least 3 comparable projects - construction category 4B..."Could UNOPS please confirm whether Schedule 4 is intended solely for Financial Capacity documentation (Balance Sheets, Income Statements, Bank Credit Line Letters, Audit Reports) as indicated in the tender guidelines, while Project Completion Certificates should be uploaded under Schedule 3?Clarification: It is correct. Through Schedule 3 and the related documents (reference letters, contracts, Project Completion Certificates, etc), UNOPS will evaluate the company experience and capacity. Hence, all documents Schedule 3, reference letters, contracts, Project Completion Certificates, etc should be uploaded under Schedule 3. As for the Schedule 4, it is intended solely for Financial Capacity evaluation through Financial Capacity documentation (Balance Sheets, Income Statements, Bank Credit Line Letters, Audit Reports).Hence, all mentioned docs should be uploaded under Schedule 4.Thank and regardsUNOPS Procurement Team

New clarification added: Dear Bidder,Thank you for your interest and the question provided.Question: Could you please clarify if submitting an official, government-issued Work Completion Certificate (İş Bitirme Belgesi) on its own is sufficient to fulfill the experience requirements, without the need to attach full contract copies or separate client reference letters?Clarification: Please note that the potential bidders are requested to provide the proof of Successful completion of at least three (3) comparable projects - construction category 4B public-use facilities and institutional (public) buildings for affected communities - within the previous three (3) years.For this reason the potential bidders should provide the filled Schedule 3 –Prospective Bidder Capacity and experience form. The potential bidders are recommended to provide the reference Letters from previous Clients; Copies of contracts or completion certificates; Taking-over certificates and/or completion documentation (the contracts are considered to be the confidential document and if the bidder are not able to share the contract copy with UNOPS, it is acceptable).Please note that the bidder should provide the requested documents in English.
