New clarification added: Question 1: With reference to Form D: Technical Proposal Form, which instructs offerors to “attach detailed responses for the criteria,” kindly confirm whether the completed and signed Form D may be submitted as the main form, with the detailed responses provided in a separately prepared and clearly structured PDF following the same numbering and sequence as Form D. Alternatively, are offerors required to insert all detailed responses directly into the original Form D?Response: Bidders are allowed to provide the completed and signed Form D, with the detailed responses provided in a separately prepared and clearly structured PDF following the same numbering and sequence as Form D. Bidders are alternatively allowed to insert all detailed responses directly into the original Form D as long as they fully respond to each criteria.Submission of filled and signed FORM D is mandatory since the form also contains the list of subcontractors if applicable.
