· Establish systems for demand-driven manufacturing and client order management.
Scope of Work
Considering the objective of the assignment, the assignment shall cover the integrated components as detailed below:
Component 1: Inception and Diagnostic Assessment
· Conduct a comprehensive diagnostic assessment of EDiCs current state (governance structures, manufacturing operations processes, quality management systems, human resources, training programmes, and commercial capabilities).
· Review the centres strategic vision, operational plans, business models, existing policies, and the TIER programme implementation.
· Benchmark EDiC against comparable world-class manufacturing and engineering centers.
· Conduct stakeholder consultations (EDiC management, STI-OP officials, representatives from development partners, selected industry partners, and academic institutions such as MUST and Makerere University CEDAT) .
· Review legal and regulatory frameworks governing public sector entities in Uganda.
· Assess current equipment, infrastructure, technical capabilities, and existing skill sets of recruited staff.
Component 2: Systems and Framework Development
· Develop a governance framework (organizational structure, policies, decision-making protocols, accountability mechanisms, financial management systems).
· Design operational models for manufacturing (production planning & Scheduling, plant maintenance, supply chain, inventory management).
· Draft a Quality Management System manual (policies, procedures, standards, work instructions) aligned with ISO 9001:2015.
· Facilitate the attainment of ISO 900:2015 certificate
· Develop Quality Control Plans for each workshop and product category.
· Develop competency-based curricula and training modules for engineering human capacity building (building on the TIER programme).
· Design monitoring, evaluation, and learning (MEL) frameworks for all operational areas.
· Develop commercial frameworks including cost estimation models, quoting systems, and customer relationship management protocols.
· Develop partnership frameworks with academic institutions, private sector, and development partners.
Component 3: Implementation, Training, and Pilot Operations
· Implement governance structures and operational frameworks.
· Conduct leadership and governance training for management and staff.
· Roll out QMS and train staff on quality assurance processes, documentation, and ISO standards.
· Implement the capacity building programme and train cohorts of engineers and technicians (leveraging the TIER programme model).
· Implement commercial frameworks including client onboarding, quotation systems, and order management.
· Pilot full-scale operations in each workshop using developed frameworks.
· Collect data, monitor performance, and identify areas for refinement.
· Establish quality testing and certification processes.
· Develop partnerships with academic institutions and industry stakeholders.
· Facilitate benchmarking visits and knowledge exchange.
Component 4: Institutionalization and Handover
· Finalize all frameworks, manuals, training modules, and SOPs.
· Develop an institutionalization roadmap and sustainability plan.
· Conduct final training and handover to EDiC management.
· Facilitate a validation workshop with key stakeholders (STI-OP, EDiC management, academic partners, industry).
· Develop a plan for ISO certification preparation (ISO 9001:2015, ISO 14001:2015, ISO 45001:2018).
· Establish continuous improvement mechanisms.
