Description of the Assignment:

The National Consultant supports the finalization of two complementary instruments - the NDC 3.0 Implementation Plan and the NDC 3.0 Investment Plan for Lao PDR - working under the guidance of the two International Consultants responsible for them and in close coordination with the Project Coordinator. Advanced drafts of both plans are already in place, and the NDC 3.0 that anchors them is under finalization in parallel. The assignment validates their assumptions against national realities, deepens the institutional and sectoral evidence behind them, keeps them aligned with the finalizing NDC 3.0, and runs the stakeholder consultations through which both plans are confirmed and finalized.

The National Consultant provides the national-level capabilities this phase depends through direct line-ministry access, Lao-language documentation and engagement, primary data verification and consultation management. The role carries equal responsibility to both instruments and keeps them coherent with each other and with the NDC 3.0.

A. Institutional and sectoral validation

·         Work from the existing draft Implementation Plan and draft Investment Plan as the basis for all tasks, and capture in structured form the feedback of national counterparts currently reviewing them, for integration by the respective International Consultants.

·         Conduct structured working sessions with line ministries and technical departments to confirm lead and supporting institutional responsibilities and verify them against current government mandates.

·         Validate and refine the sectoral action and sequencing logic (short- and medium-term) in the Implementation Plan, and the priority investments, costing assumptions, and financing pathways in the Investment Plan, against ministry mandates and on-the-ground readiness.

·         Identify inconsistencies between the two drafts and institutional realities, and flag for resolution by the International Consultants any conflict between stated mandates, sectoral feasibility, and investment assumptions, so the two plans remain mutually consistent.

B. Data verification and instrument-specific inputs

·         Collect and verify granular sector-level data covering implementation constraints, institutional readiness, feasibility, indicative costs, and investment parameters.

·         Validate the sector-level assumptions and analytical findings underpinning both plans with sector ministries and technical counterparts.

·         Route structured, evidence-based inputs to each instrument according to its needs - institutional roles, coordination mechanisms, action sequencing, and feasibility findings to the Implementation Plan; priority investments, costing, financing sources, and investment-readiness evidence to the Investment Plan - while preserving the linkages between the two.

C. Stakeholder consultation and validation

·         Design the scope, agenda, and methodology for technical consultations serving both plans.

·         Coordinate the consultation process across government, development partners, private sector, CSOs, and other stakeholders, sequencing sessions so the Implementation Plan and Investment Plan are validated in an integrated way.

·         Lead bilingual (Lao-English) facilitation and act as the primary channel for Lao-language engagement, documentation, and translation of technical content for national counterparts.

·         Produce structured consultation summaries capturing agreed priorities and sectoral actions, institutional commitments and roles, validation of costing and financing, and key challenges and outstanding issues for resolution.

·         Ensure consultation outcomes feed directly into the finalization of both plans.

D. Alignment with the finalizing NDC 3.0

·         Review the updated draft of the NDC 3.0 and identify the specific changes from the version on which the current plan drafts are based - target values, sector coverage, baseline years, conditional and unconditional splits, and timeframes.

·         For each confirmed change, identify and flag the actions, sequencing entries, institutional assignments, costings, and investment lines in the two plans that it may affect, and pass this change-list to the respective International Consultant for decision and revision.

·         Verify with the that the sectoral targets and definitions used in both plans match the latest NDC 3.0 wording, and flag any divergence before either plan is finalized.

At finalization, confirm against the approved NDC 3.0 that every target referenced in both plans is current and that no superseded figure remains in either document.
