Background and Rationale


The Philippine–Pacific Health Initiative (PhilPac) is a partnership between the Philippines and Pacific island countries (PICs), facilitated by the World Health Organization Regional Office for the Western Pacific
(WHO WPRO). The Initiative aims to strengthen health systems and human resources for health across PICs by leveraging the Philippines’ extensive experience and expertise in health professional education, training, and service delivery.

The First PhilPac Ministerial Conference, held in Manila in November 2024, concluded with a shared commitment to strengthening regional collaboration through concrete actions and sustained dialogue. Specific recommendations were outlined for consideration by the Philippines, Pacific Island Member States, WHO and development partners, with emphasis on joint initiatives with universities, local governments and international organizations.

The Second Meeting on the Philippine–Pacific Health Initiative will be held on 26–28 August 2026 in Manila, Philippines. The meeting will bring together Ministers of Health and senior government officials from across the Pacific, Philippine government counterparts, WHO leadership, and global health experts. The three-day programme includes opening and closing ceremonies, ministerial panels, technical plenary sessions, parallel ministerial and expert working sessions, facilitated breakout and action-planning groups, field visits to Philippine health facilities, and formal working and social events.

The theme of the meeting is “Health Systems, Energy-related Uncertainties and Climate Change – Implications for Health Human Resources.” Deliberations will focus on new and emerging challenges to health systems arising from energy-related uncertainty and climate change, and on identifying cross-island strategies and interventions that may be scaled up to accelerate solutions contextualized to the needs of Pacific island countries.

Given the scale, complexity, and diplomatic significance of the meeting, the WHO Regional Office for the Western Pacific (WPRO) deems it necessary to engage the services of a professional Event Organizer (EO) to provide comprehensive logistical, operational, and production support to ensure the seamless planning, coordination, and execution of all meeting activities.

Objectives

The objective is to engage a competent and experienced Event Organizer to provide end-to-end logistical, operational, production, documentation, and post-event support for the Second Meeting on the Philippine–Pacific Health Initiative.

  • Provide end-to-end event management services from the pre-event planning phase to post-event documentation and reporting;
  • Ensure that all logistical, production, transport, participant support, and related operational arrangements are executed in a timely, efficient, and professional manner, consistent with the standards befitting a high-level WHO-facilitated meeting;
  • Support WHO in coordinating all operational aspects of the meeting programme across the three meeting days;
  • Facilitate field visits to Philippine health facilities and ensure safe, coordinated transportation and facilitation for all participating delegations;
  • Ensure the provision of complete IT set-up, microphones, audiovisual team and equipment, and professional sound system support at the meeting venue for all sessions and related events; and
  • Set up and maintain a dedicated Secretariat room at the meeting venue, complete with laptops, reliable internet connectivity, printers, photocopying machines, office supplies, and technical support for WHO throughout the meeting.
