Description

A. Background
1. The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience across the world.
B. Objective
2. WFP Afghanistan seeks reputable and legally registered service providers for provision of Cold Storage Facilities.
3. WFP Afghanistan invites eligible service providers to express their interest in providing the requested services.
C. Service Requirement
4. The Cold Storage must be located in the Kabul.
5. The Storage facility shall meet the following requirements:
• A storage capacity of at least 2,000 sqm of net usable space, partitionable with shelving to accommodate various storage needs.
• At least 2 loading/unloading docks, and preferably more suitable for manoeuvring and accommodating 40ft container trucks.
• The warehouse should include both ambient temperature-controlled storage (+15°C to +25°C) and cold storage (+2°C to +8°C). Preferably, temperature-controlled areas should be equipped with exhaust ventilation systems to ensure air circulation and safety. An active cooling system should be in place, while passive cooling systems, where available, will be considered an advantage. All facilities are expected to comply with recognized cold chain and warehousing standards.
• Security measures in place, such as fencing, CCTV coverage, firefighting equipment, and fire alarms.
• Outside area sufficient to easily operate and install MSUs, flat and paved, suitable for heavy vehicle movement.
• The availability of temperature monitoring systems, including digital data loggers, alarm systems, and reporting capability, will be considered an advantage.
• Available parking space for minimum 5 trucks and 10 staff vehicles.
• Access to utility infrastructure (water and electricity).
• Any other requirements as specified by WFP operational standards.

D. Eligibility Criteria
6. The main evaluation criteria for shortlisting are as follows:
• Legal status to conduct the needful services (Valid business license and/or proof of ownership of the facility, adherence to Local Building Codes and Safety Regulations, etc.)
• Financial status (Minimum annual turnover of 500,000 AFN)
E. How to prepare and submit your Expression of Interest
7. In order to participate in the pre-qualification exercise, companies are required to provide the following:
• Letter of Expression of Interest with official letterhead
• Filled and signed WFP Warehouse Capacity Questionnaire (Annex 1)
• Supporting documents
o Business License (if applicable)
o A copy of ownership document or other legal documentation proving you are authorized to lease the premises.
o A copy of National Identification Card
o A detailed description of premises, accompanied by pictures.
o The physical address of the Premises
o The company or the individual must not be blacklisted by any UN or non-UN Organisation.
o Bank account details registered in Afghanistan.
o Municipality clearance document or tax clearance certificate (if applicable).
• Signatory by the authorized company representative and company stamp.
8. All documents should be presented in English, Dari or Pashto.
9. All supporting documentation listed above shall be prepared in accordance with the instructions provided and sent by email to kabul.logistics@wfp.org
10. All documents will be treated as strictly confidential and will not be made available to the public.
11. WFP will not consider incomplete or unsigned submissions as well as submissions after the stipulated deadline.
12. This request for EoI is not an invitation to tender nor does it imply automatic selection to WFP’s shortlist. No rates/prices are required at this stage, and this invitation does not bind WFP to issue any tenders or contracts to the companies expressing their interest. Furthermore, WFP reserves the right to change or cancel this process or any of its requirements at any time during the process.
