Is separate charging required for this equipment?Answer: Bidders are informed that the portable X-ray machine must be fixed inside the vehicle as part of the overall integrated mobile clinic solution, ensuring that the equipment remains securely mounted and protected within the vehicle during transport..Regarding power and charging, the equipment can be integrated directly with the vehicle's electrical system or connected to a dedicated high-capacity power pack.

New clarification added: Question 22: FORM D, 6.11: Remote Temperature Monitoring (RTM) SystemThe cooling system manufacturer has advised that coverage within Sub-Saharan Africa is rather limited. As a result, we propose offering an equivalent product from an alternative manufacturer that is WHO PQS certified and currently used by UNICEF in their cold room installations.We trust that this alternative would be acceptable given its WHO PQS certification; however, we would appreciate your confirmation.Answer: Bidders are encouraged to offer solution meeting or exceeding requirements stipulated in technical descriptions, therefore all offers that meet or exceed minimal technical requirements will be evaluated as compliant.Question 23: FORM D, 7.1 / 7.2: User and Service ManualsPlease advise whether your preference is for physical copies, electronic copies, or both.Answer: End users' needs may differ from region to region, so both formats are preferred. Once we receive further guidance on your specific requirements, we will confirm what level of access, if any, can be provided as part of the installation.Answer: Bidders are required to provide the software keys, licensing, or access tools necessary to grant full service-level access for routine maintenance, troubleshooting, and standard calibration of the equipment.  While it is acceptable for high-level proprietary factory/safety configurations to be restricted to protect equipment integrity, maximum possible access must be provided to local technicians/end-users for ongoing operational maintenance and calibration.Question 25: Question relating to Form D, 2.2 : Manufacturer commitment to availability of spare parts for a minimum of 5 years post-delivery. The supplier is required to submit a priced spare parts list (in USD, valid for 5 years, with a committed supply) upon delivery. Should a non-listed part fail, its replacement shall be provided free of charge.The requirement to provide free replacements for any non-listed failed part is not considered applicable in this case, as the vehicles are supplied with full manufacturer's warranty. Any component failure resulting from a manufacturing defect will be covered by the manufacturer under the warranty terms. Furthermore, the manufacturer maintains a long-term commitment to genuine spare parts availability through its authorized distribution network. We can provide a recommended spare parts list, but cannot commit to free-of-charge replacement of parts solely because they were not included in such a list.Answer: The replacement of parts that fail through the manufacturer's warranty is acceptable.Question 26: I would like to ask how to fill in the "make" column in the "Price Schedule" file of Form C? Is it necessary to fill in the name of the bidder?Answer: In column Make, Form C - Price Schedule Form, please enter the make (brand) of the base vehicle.Question 27: We kindly request clarification regarding the following bidder qualification requirement: Could you please explain the meaning of "Commercial Availability of Goods"? Does it refer to the situation where after-sales services need to be provided in the regions mentioned in Form F ?Answer: "Commercial Availability of Goods" and "After-Sales Service Network" refer to two complementary requirements evaluated under Technical Criteria 4.2 and recorded in Form F (Commercialization Capability):  Commercial Availability of Goods: Means that the specific vehicle brand, model, and chassis offered are currently in active commercial production and already distributed/sold in the commercial market across the specified regions (Africa, Asia & Middle East, and the Americas).After-Sales Service Network: Refers to the operational support infrastructure available to service and maintain the vehicles. Bidders must demonstrate that the offered vehicles are supported by an established after-sales service network in those regions, including at least one legally established authorized service provider in a minimum of three (3) countries in Sub-Saharan Africa.Both requirements must be demonstrated and submitted using Form F: Commercialization Capability for the offer to be deemed compliant.

Qualification criteria 3.1 requires that the Bidder should be in continuous business of manufacturing/supplying products similar to those specified in Section II: Schedule of Requirements for at least the last five (5) years prior to bid opening.Question 21: Technical clarification regarding Lot 3.As we understand it, the requested solution consists of multiple components (vehicle, digital X-ray system and CAD/AI software) that together form one complete mobile diagnostic solution.Could UNOPS please clarify whether, in addition to compliance of the individual components, bidders are expected to provide evidence that the complete integrated mobile diagnostic solution has been tested and validated after installation into the vehicle (for example, by providing radiation safety test reports)?Also, should bidders demonstrate that the X-ray generator and detector are fully integrated and designed to work together, including Automatic Exposure Control (AEC)? With an integrated AEC system, the detector communicates with the X-ray generator during each examination and automatically adjusts the amount of radiation used. This helps produce consistent image quality, reduces unnecessary radiation exposure for the patient, and minimizes the need for repeat X-ray examinations. In the absence of an integrated AEC system, exposure settings rely more on manual selection, which may lead to less consistent image quality and increased radiation dose compared to an integrated solution.Answer: Thank you for your suggestion regarding system integration and Automatic Exposure Control (AEC). While we acknowledge that AEC offers certain benefits, it is heavily dependent on perfect execution and presents distinct operational challenges. Because the system relies entirely on automated feedback, any deviation in patient positioning or variations in internal anatomy can misalign the sensors, leading to severely underexposed or overexposed images. Considering the specific field conditions and operational environments in which these mobile units will be deployed, manual exposure settings remain essential for reliability. Therefore, the technical requirements will remain unchanged.

New clarification added: Question 17: As the requirement mentions a pickup suitable for challenging terrain,Would it be acceptable for us to propose a 4x4 truck-based off-road vehicle instead of a pickup?Answer: Lots 1, 2 and 3 require a 4x4 off-road vehicle (Hardtop/Wagon or canopy-enclosed Pickup) suitable for challenging terrain. There is no preferred brand or model. Any brand or model that meets or exceeds the minimum technical requirements specified in Form D (Technical Bid Form) will be evaluated and considered equally compliant. Equivalent products or alternative chassis that meet all specified functional and performance parameters are acceptable.  Question 18: We have a couple of clarification questions regarding Lot 4 which we would kindly ask your support with. In the document "7 ITB_Form D_Technical Bid Form":A. Line 102 (Item 8.11): This refers to the 1-year support & maintenance. Is this related to the 1-year warranty of both the X-ray system and the CAD/AI software, or does it refer only to the CAD/AI?B. Line 110 (Item 10.1): Is this referring to the 1-year initial warranty for the X-ray system only? Similarly, for Line 111 (Item 10.2), does the Remote Installation & Training Package refer only to the X-ray system, or does it also include the CAD/AI and the vehicle (so. the complete solution)?C. Section 11 (Lines 113–116): Are the requested documents applicable to both the X-ray system and the CAD/AI solution? D. Similarly, for Section 13 (Lines 133–135) on Quality Assurance & Certifications, could you please confirm which component(s) these requirements apply to?E. Finally, regarding Section 2 (Warranty & After Sales) and Section 3 (Quality Assurance & Certifications), Lines 35–40, could you please confirm that these requirements relate only to the truck?F. We have identified similar points in Lot 3, but we believe the interpretation would be the same as for Lot 4.G. Moreover, in the document '6 ITB_Form C_Price Schedule Form', tab 'Price Schedule', can you please clarify that on the columns K-M you expect the price of only the H. Bidders must complete all Mandatory Optional items for their bid to be compliant.The table already includes the formula for the automatic calculation of this column.J: Yes, this is correct. Prices for Non-Mandatory Optional Items must be entered only in the respective Lot tab (e.g., Lot 3). These items are excluded from the financial evaluation formula; however, UNOPS will conduct a reasonableness of price analysis prior to award.Question 19: We noticed that Annex G (including the document "3 ITB_Section_III_Returnable Bidding Forms") provided by UNOPS does not allow us to enter information in the tables.Would it be acceptable for us to recreate the document using the same format and content as the original template, with the tables made editable?
