Items E7–E10 separately cover "supply, install, test and commission new" socket outlets, fan outlets, lighting points, and switches.The scope of work described under E1 and the scope described under E7–E10 appear to overlap — the same electrical point (e.g., a socket outlet or switch) could be read as covered under both items.Please confirm E1 and E7–E10 do not cover the same points twice, and specify which single item governs billing for a replaced existing point.Answer:Item E1 is distinct from items E7 and E10. item E1 encompasses all testing, maintenance, and replacement work required for the existing shelter components. In contrast, items E7 to E10 apply exclusively to the new components required for any new rooms, facility units, and other expansions added to the existing structures 

New clarification added: Question:Clearance Letter — Annex 04The ESMP references an ERW/UXO clearance letter from the Directorate of Mine Action (Annex 04) confirming site safety, but this annex has not been made available to bidders. Kindly advise whether this document (or written confirmation of clearance status per housing unit) can be shared with bidders prior to bid submission, to support site assessment and Method Statement preparation.Answer:UNOPS has already secured clearance for these areas of intervention in coordination with the local government. However, this letter cannot be shared with bidders at this stage. After the contract is awarded, the qualified bidder must provide a pre-construction survey to the organization for each housing unit. If further intervention is required, it will be finalized with the contractor accordingly.

New clarification added: Question:Temporary relocation of occupants in occupied housing unitsSection 9(B) of the ESMP states that occupants may be "temporarily relocated during high-risk activities" and that "high-risk activities shall not be carried out in the presence of occupants." The ESMP does not specify:Which party (UNOPS, Contractor, or beneficiary) is responsible for arranging temporary relocation/housing;Which party bears the associated cost; andThe process and criteria for determining when relocation is required.kindly clarify the above to allow accurate pricing and programming.Answer:Although such cases are rare, if any households are currently occupying a shelter, it is the contractor's responsibility to temporarily relocate them or coordinate with them if they have specific places fro this temporary relocation until the work is completed. This ensures the safety of the occupants and mitigates any potential hazards

Is it acceptable to submit the detailed Bill of Quantities for Schedule 4 (Item 4.1.A) as a separate structured attachment (e.g., in Excel format) alongside the main submission, or must it strictly be embedded within the main document text?2. New clarification added: Question:The Tender Particulars state Performance Security is "Required" and refer bidders to Section IV, Schedule 1 [Contract Details] for details. However, Schedule 1, Clause 4.2 states the Performance Security amount, currency, and permitted guarantors are all "N/A." Kindly confirm whether a Performance Security is required for this Contract and, if so, the applicable amount, currency, and form.Answer:Performance security is NOT required as detailed in the solicitation document - SCHEDULE 1: CONTRACT DETAILS - subclause 4.2 

New clarification added: Question:Regarding Item C1 (Final Cleaning and Waste Disposal), could you please clarify if the quantity of 1078.00 m² is fixed based on a specific measurement sheet, or if there is a detailed breakdown available for the units?Could you please clarify if the currency for the financial proposal should be submitted in USD or IQD?Answer:The bidders are required to price the items given in the BoQ, breakdown of the quantities is not needed at this point.Please refer to the Particulars tab on eSourcing: Bid currency(ies): IQD (Iraqi Dinar)

New clarification added: Question:We would like to do a site visit, is there a focal person that we can arrange the visit with that you can share his contact information with us it would be much appriciatedAlso regarding the payments, it is mentioned that invoices will be for completed work, could you clearfy if this means there will only be payment when all the work is completed or is it monthly invoices for the completed work items per the BoQ?Answer:Contact information cannot be shared, however, the contractors can visit the villages on their own. we have provided the GPS coordinates and the identifiers of the villages in the solicitation documents.The payment term "measured and pay" means the contractor can apply for payment once he completes a portion of work, it can be monthly, bi-monthly, depends on the progress made.
