Consultancy To Design, Collect and Analyse Knowledge Attitude, Beliefs and Practices (KABP) on Ebola Virus Disease (EVD) Amongst Communities in very-high risk counties in Kenya

Dear Bidder See below clarifications to queries received for your use. The expected sample size or any minimum sampling requirements by county and respondent category UNICEF has not prescribed a fixed sample size or minimum sample allocation by county and respondent category at this stage. Bidders are expected to propose a technically and scientifically sound and costed sampling methodology including sample size options for both quantitative not exceeding 3,000 individuals and qualitative components. The proposed approach should ensure adequate representation of the priority respondent categories and geographic risk variations, and will be finalized in consultation with UNICEF, MOH KNPHI and the RCCE Sub Committee during inception. Whether all the listed counties are mandatory or whether a risk-based selection of counties sub-counties is acceptable The listed counties represent the priority and mandatory counties of interest for the assignment. However, the study may apply a risk based selection of focus sub counties within the listed counties based on agreed criteria such as border proximity population movement transport corridors points of entry outbreak risk and diversity of risk factors. Bidders should clearly justify any proposed sampling or geographic selection approach in their technical proposal. Whether UNICEF MOH KNPHI will provide existing research tools datasets protocols and support for ethical approvals or whether these are to be developed and obtained entirely by the consultant UNICEF MOH KNPHI and the RCCE Sub Committee will provide relevant background documents available programme information contacts and technical guidance to support the assignment. However the consultant research firm will be responsible for developing or adapting the research methodology tools and protocols in consultation with UNICEF and MOH KNPHI. At this stage the research is operational and shall proceed with no ethical approval since MOH KNPHI will provide administrative authorization. The expected number of stakeholder validation and dissemination workshops to be costed Bidders should NOT cost for at least for cost to conduct national stakeholder validation meeting. However UNICEF expects the consultants to prepare dissemination plan agenda and technical presentation for national dissemination and for each of the listed counties. Bidders should NOT include the relevant technical and logistical costs for these stakeholder presentation dissemination requirements in their financial proposal and UNICEF will support the Ministry of Health on its own to disseminate using the items prepared by the consultant Whether translation into local languages beyond English and Swahili is anticipated The research tools are expected to be prepared in English first until approval is received for all the tool. Then this tool is expected to be translated into Swahili mainly and incorporated into the ODK tools so that the enumerator can change to this languages as necessary. Any anticipated costs for local language translation interpretation or field adaptation should be clearly indicated in the financial proposal. Whether data collection should be conducted using any UNICEF preferred electronic data collection platform UNICEF has not specified a mandatory electronic data collection platform in the TOR. Bidders may propose an appropriate electronic data collection platform suitable for quantitative and qualitative field data collection, quality assurance, data security and timely analysis. The proposed platform and data management approach should be clearly described in the technical proposal where necessary and will be reviewed during inception for data protection concerns Confirmation of the contract duration as the TOR indicates both two 2 months and three 3 months and Two months is the period of performance of all activities while UNICEF can use this other month 3 month to settle the invoice for all deliverables. Due to emergencies need of this the data is needed within or even less than 2 months to be in place for use. Whether UNICEF has minimum requirements regarding the composition, qualifications and key expert roles to be proposed, or whether bidders are expected to determine the optimal team structure based on the assignment requirements. Bidders are expected to propose an appropriate multidisciplinary team structure based on the requirements of the assignment. At minimum, the proposed team should demonstrate expertise in quantitative and qualitative research, social and behaviour change public health or epidemiology risk communication and community engagement emergency outbreak contexts sampling and data analysis field coordination and report writing. The team should also meet the qualification requirements stated in the TOR including relevant institutional experience and fluency in English and enumerators who are fluent in both English and Swahili.
