Description of the Assignment: To support the Development Agency of Serbia (DAS) and the FDI Unit in undertaking a comprehensive assessment of Serbias hospitality sector with the objective of identifying existing accommodation facilities and investment opportunities that demonstrate the greatest potential for affiliation with internationally recognized hotel brands through franchise arrangements. The assignment shall establish an analytical evidence base regarding destination attractiveness, existing hotel supply, market potential and investment opportunities that can support future tourism development initiatives, investment promotion activities and evidence-based policy making. The objective of this assignment is to conduct a comprehensive assessment of Serbias hospitality sector and identify hotel assets and investment opportunities with the potential for international hotel branding. Specifically, the Consultant shall:

• assess destination competitiveness for branded hotel development
• evaluate tourism demand and accommodation supply
• identify destinations with potential for further branded hotel expansion
• identify hotel assets suitable for international hotel franchising
• develop a standardized analytical database of candidate properties
• prepare strategic recommendations for strengthening Serbias competitiveness as a destination for internationally branded hotels

The assignment is analytical in nature and shall not include preparation of investment incentives, evaluation of individual investment applications or negotiations with hotel operators.
