Description
The Economic and Social Commission for Asia and the Pacific in Bangkok (ESCAP), on behalf of and representing the United Nations Resident Coordinator Office (RCO-Micronesia), seeks to identify qualified entity to conduct an independent external evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027. The assignment will assess the relevance, coherence, effectiveness, efficiency, coordination and governance, sustainability, and contribution to impact of the Cooperation Framework across 14 Pacific Island Countries and Territories (PICTs) covered by three Multi-Country Resident Coordinator Offices in Fiji, Micronesia, and Samoa. The evaluation will utilize a mixed-methods approach, including document review, stakeholder consultations, interviews, focus group discussions, surveys, and field missions. The evaluation findings will inform the design of the next UNSDCF cycle (2028–2032) Scope of Services: Task 1: Inception Phase Task 2: Data Collection Task 3: Analysis, draft report, and dissemination pack Task 4: Validation workshop Task 5: Final draft and dissemination pack Contract Duration: Tentatively, 6 months Please note that this EOI is not a solicitation.
