Acceptable hosting is a NITDA-licensed data centre in Nigeria / a Nigerian region of a licensed cloud provider. Cross-border replication or transfer of  all platform data is permitted only with a lawful NDPA transfer basis and prior written approval from Sustainable Energy for All. New clarification added: Hello Procurement Team,We need clarification on:The RFQ and clarification responses indicate that the platform will operationalize SEforALL's existing investment-readiness and credit assessment methodology. Could you please clarify whether the underlying methodology and project data model also include the capture and reporting of climate, environmental, economic and social impact indicators (e.g., estimated GHG reductions, blended finance characteristics, employment creation, gender and youth impact, energy access outcomes and other development metrics), or whether bidders should propose an extensible data model capable of accommodating such indicators as part of the platform architecture? UNOPS Response:The idea is that the data submitted by the developers entered into the platform would provide the EIA and climate abatement measures that the project or portfolio of projects have. New clarification added: Clarification required on the Questions below:Q1:Other than the requirement that hosting of the platform must be in Nigeria, please confirm whether bidders are required to have a local Nigerian legal entity, local office, or Nigerian implementation partner, or whether this may be fulfilled through compliant Nigerian cloud/hosting infrastructure and/or local subcontracted support.UNOPS Response:The most important requirement is for the hosting of the platform in Nigeria as a non-negotiable. Having a Nigerian Legal entity, local office, and or Nigerian Implementation partner is favoured but not sacrosanct.Q2:For the requirement around credit scoring, risk-rating, or automated decision-support systems, please confirm whether rule-based scoring models, configurable risk matrices, AI-assisted scoring models, and financial eligibility engines are all acceptable, provided the methodology, assumptions, validation, and explainability are documented.UNOPS Response:Yes.Q3:For sizing the architecture and hosting assumptions, please confirm the expected number of users at go-live and within the first 12 months across developer users, financier users, SEforALL administrators, public-sector partners, donor/oversight users, and external reviewers.UNOPS Response:It is hard to determine the number of users that we require over the time frame but it is important the platform is robust enough to accommodate as may users as possible, developers, back end management, financiers and partner users.Q4:Please confirm the expected volume of developer profiles, project submissions, document uploads, assessments, scoring records, dashboard users, and reporting outputs expected during the first year of operations.UNOPS Response:There is no set number of profiles, project submissions, document uploads etc. we need to have as wide a berth as possible because of the objectives of the platform to support the entire clean energy industry.Q5:Please clarify whether the marketplace should support only structured project discovery and matching, or whether it should also include messaging, investor expressions of interest, deal room functionality, meeting requests, investor shortlisting, and financing opportunity workflows.UNOPS Response:The marketplace will support messaging that is tied to the matching of developers and financiers and then the conversation moves offline, this is a matchmaking marketplace and the hope is for more of the engagements to be had offline.Q6:Please confirm whether SEforALL already has an existing investment-readiness assessment methodology, credit-scoring framework, data dictionary, or risk model that the bidder must digitise, or whether the selected firm is expected to design the scoring methodology from scratch during inception.UNOPS Response:No, the selected firm is not designing from scratch we have feedback from the Central Bank of Nigeria and SEforALL also has a scoring methodology that will be applied and digitised.Q7:For comparable financial proposals, please confirm whether third-party data subscriptions, geospatial APIs, energy pricing databases, financial data sources, AI API usage, email/SMS/WhatsApp notification costs, and other paid services should be included in the bidder’s price or treated as SEforALL-provided pass-through costs.UNOPS Response:Third party data subscripritions, APIs, databases etc should be included in the bidder's price but must be clearly outlined for consideration.Q8:Please confirm the expected security baseline: NDPR compliance only, or also ISO 27001-aligned controls, OWASP ASVS, SOC 2-style controls, GDPR-style privacy principles, vulnerability assessment, penetration testing, and formal data protection impact assessment.UNOPS Response:NDPR compliance is priority, the additional controls are on a needs basis. The security firm should follow best practice for a platform that leverages data like this.Q9:To ensure comparable pricing across bidders, please confirm the expected number of in-person trips, cities, workshops, platform demonstrations, training sessions, and estimated participant groups in Nigeria. Please also confirm whether travel should be priced as a fixed allowance or itemised based on assumptions.UNOPS Response:This is not immediately defined. There might not be any need for travel beyond initial engagements wit the Subject Matter Expert from SEforALL. Training sessions can be done online which is why the ToR stated that travel may be required but that will be on a needs basis.Q10:To ensure all bidders price the same baseline, please confirm whether bidders should include all software licenses, hosting, cloud usage, AI/API usage, security testing, travel, training, documentation, and post-go-live support in the lump-sum amount, or clearly separate any optional/pass-through costs.UNOPS Response:The bidders should include all necessary costs involved as per Form B - Price Schedule.
