Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The International Labour Office (ILO) seeks an experienced Monitoring, Evaluation and Learning (MEL) specialist to develop a practical and harmonised MEL Framework for Phase II of the Trade for Decent Work Project. The assignment will strengthen results measurement, reporting, learning and accountability across participating countries while enabling aggregation of results at the global level. The consultant will undertake a review of project documentation and existing monitoring systems; develop a Theory of Change; conduct an activity mapping and harmonisation exercise; design a harmonised Results Framework; develop a Performance Monitoring Plan with priority indicators, definitions and data sources; establish baselines and targets; develop data collection tools and a global reporting template; facilitate validation webinars with project stakeholders and donors; finalise a consolidated MEL Framework package; and deliver a capacity-building session for project staff.
