Syria continues to face significant recovery and employment challenges following more than a decade of conflict, economic decline, displacement, and damage to infrastructure and local economies. Despite recent political developments, millions of Syrians particularly returnees, internally displaced persons (IDPs), women, youth, persons with disabilities, and other vulnerable groups continue to face high unemployment, limited livelihood opportunities, weak labour market systems, and barriers to decent work and sustainable economic reintegration.
In response, the International Labour Organization (ILO), through the EU-funded Durable Solutions Programme and PROSPECTS Opportunity Fund, is supporting early recovery by placing Decent Work at the centre of Syria's reconstruction. Working with national and local partners, the programme promotes employment creation, restoration of productive infrastructure, skills development, enterprise recovery, and strengthened labour market institutions. Guided by the Humanitarian Development Peace Nexus (HDPN) and the ILO's Economic Inclusion Pathways Framework, the intervention adopts an integrated approach that connects vulnerable populations to employment, enterprise development, financial inclusion, and sustainable livelihood opportunities while strengthening labour market governance and resilience.
Objective
The aim of this intervention is to supports national stakeholders in designing and implementing inclusive, sustainable employment programmes through employment-intensive approaches that create decent jobs, strengthen local capacities, restore productive infrastructure, and promote economic inclusion for vulnerable populations. It also advances environmentally sustainable recovery by generating employment linked to environmental protection, climate resilience, rehabilitation of productive assets, and sustainable management of natural resources, thereby contributing to stronger community resilience.
Beyond creating immediate employment opportunities, the intervention supports the development of the policy, institutional, and operational foundations for Syria's future National Public Works Programme. Through pilot initiatives, capacity building, implementation tools, and knowledge generation, it will produce practical evidence to inform the design and scaling up of employment-intensive public works, contributing to nationally owned, inclusive, and sustainable recovery efforts aligned with Decent Work principles.
Scope of Work
The overall objective of this intervention is to support the Government of Syria and national stakeholders in the design, institutionalization, and future implementation of a National Public Works Programme (NPWP) that promotes Decent Work, accelerates recovery, and contributes to sustainable and inclusive economic development. The intervention will serve as a pilot and demonstration mechanism that can subsequently be scaled up under a national framework and eventually build the foundations of a nationally owned Public Works Programme capable of creating decent employment opportunities while rehabilitating critical community and productive infrastructure.

Required Qualifications
The project shall be implemented with a non-profit organization/entity that shall satisfy the below requirements:
A prerequisite for selection: A registered non-profit organization/entity authorized to operate in Syria.
- Strong field presence and functional network footprint in the selected Governorate, alongside documented partnerships with localized community entities.
- Proven experience for more than 5 years in implementing donor-funded employment and livelihoods programmes; Previous experience or partnerships with UN agencies and INGOs is an advantage.
- Verifiable corporate background working with international bilateral donors and executing livelihood intervention frameworks with recognized international organizations within the context of Syria.
- Core technical experience in managing the implementation of infrastructural rehabilitation operations, backed by a proven civil engineering capacity in the selected governorate.
- Adequate and qualified human resources, in terms of number and profile, to successfully deliver the assignment, as evidenced by submitted CVs and a clear team organigram outlining roles and responsibilities.
Any change in the proposed experts will require prior written approval from the ILO team.
- Project Coordinator with at least 5 years of experience in project management
- Legal Advisor / Experts with at least 10 years of experience in institutional support, governance, & PWP framework activities
- Civil engineers each with at least 3 years of experience in infrastructure projects
- Institutional capacity to address gender dynamics, social mainstreaming, and inclusive participation parameters across specialized technical training and public workspace employment cycles.
- Proven capacity in high-quality reporting, communication, and documentation in both Arabic and English.
Submission Requirements
The ILO invites technical and financial proposals from qualified and registered non-profit organizations and entities having relevant experience in managing community activities as stipulated in this ToR.
Interested organizations must submit technical and financial proposals in separate digital folders naming each folder respectively “Technical Proposal” and “Financial Proposal”.

The subject line of the email should be: “Your organization name – Technical and Financial Proposal – Implementation Agreement - Immediate Decent Job Creation through Infrastructure Restoration in the selected Governorate and Institutionalization of the National Public Works Programme (NPWP)”
The deadline for the submission of technical and financial proposals is 31 July 2026, 11:59 pm – Damascus time. The organization will receive a confirmation email in return upon submission.
Both proposals should be valid for 60 days.
Interested organizations are welcome to send a "Statement of Interest" and “Request for Clarification” emails no later than 31 July 2026, closure of business. However, submitting a “Statement of Interest” is not mandatory, and organizations may still submit their proposals without it.
Cumulative Evaluation Method will be used for the selection of the implementing partner, and an Implementation Agreement shall be concluded with the organization that shall score the highest in Cumulative analysis considering Technical and Financial Evaluation pertaining to the best value for money:
- Technical Proposal (70%): The Technical proposal will contain 70% weight, whereas Technical Evaluation passing score is 60/100. Any applying entity that scores less than 60/100 in Technical Evaluation shall not be considered for financial evaluation.
- Financial Proposal (30%): The financial proposal will contain 30% weight and will be evaluated based on overall cost.

The tender contains sustainability considerations related to human rights, fundamental principles and rights at work, occupational health and safety, fairly traded goods, targeted employment of people with disabilities, etc.
