Description
The External Collaborator will carry out a range of actuarial and technical tasks in support of social insurance reform. Core responsibilities include running ILO microsimulation pension models to assess pension income adequacy, and conducting actuarial financial analyses of the GSIS and related social insurance funds for budgeting purposes covering 2026–2029. The role also involves updating and adapting the ILO actuarial modelling framework to reflect proposed SSPS reform measures, producing baseline and sensitivity scenario projections, and calibrating standard reporting outputs. In addition, the collaborator will contribute to developing the annual Risk Report of the Social Insurance Services. Additional tasks include collating and validating GSIS input data, establishing demographic, labour, macroeconomic, and scheme-specific modelling assumptions, and drafting the actuarial report using the AWG reporting framework. The role further encompasses supporting the SSPS individual case model, computing theoretical replacement rates per 2027 ISG requirements, and preparing Eurostat-compliant Table 29 figures under base and sensitivity scenarios. Communication and capacity-building workshop materials related to SSPS reform implementation are also part of the scope.
