Dear Bidder, The International Labour Office (ILO) is looking for an individual consultant to undertake work as an External Collaborator. Below is a summary of the work to be performed: Under the framework of the second phase of the project “Support to Free Movement of Persons and Transhumance in the IGAD Region (FMPT II)”, funded by the European Union, the ILO is supporting the Intergovernmental Authority on Development (IGAD) in advancing the ratification and implementation of the IGAD Protocol on Transhumance. The ILO seeks to recruit an international consultant to undertake a legislative and institutional capacity assessment of four IGAD Member States that have signed the Protocol on Transhumance namely Djibouti, Ethiopia, Kenya and South Sudan. The assignment will assess national legal and policy frameworks, institutional arrangements, administrative practices, and existing bilateral cooperation mechanisms governing pastoralism and transhumance. It will further examine the extent to which these frameworks are aligned with the provisions of the IGAD Protocol on Transhumance and identify legislative, institutional, and capacity gaps that may affect its ratification and implementation. The consultant will prepare four country assessment reports based on desk review, document analysis, and consultations with relevant stakeholders. The assignment will also include presenting the findings during a regional validation workshop and finalizing the reports by incorporating comments received from the ILO, IGAD, Member States, and other stakeholders.
