Description

United Nations Development Programme Nigeria seeks to engage the services of a qualified and experienced firm to Establishing and Strengthening State–Community Led Management Systems for Community Infrastructure. Expected outcome: Improved sustainability and community-led management of shared community infrastructure through functional and inclusive Community Management Committees (CMCs) in Northeast Nigeria. Expected output: Functional and inclusive Community Management Committees (CMCs) established and strengthened across target communities with improved capacity, governance systems, and coordination mechanisms to support the effective operation, maintenance, and sustainability of community infrastructure.

Communities in Northeast Nigeria continue to face the long-term effects of insurgency, displacement, damaged infrastructure, and weak institutions. Although the Regional Stabilization Facility (RSF) has improved security, restored essential infrastructure and services, strengthened local governance through Community Stabilization Committees (CSCs), and developed a government-adopted Standard Operating Procedure (SOP) for infrastructure maintenance, these achievements remain vulnerable due to weak sustainability mechanisms.

Key challenges include poor coordination between communities and government institutions, unclear management responsibilities, inadequate maintenance systems, limited technical and financial capacity, and insufficient participation of women and youth in infrastructure governance. These gaps threaten the long-term functionality of rehabilitated community assets and could undermine stabilization gains.
