Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The International Labour Organization (ILO) seeks an experienced evaluator to serve as Team Leader for the final independent evaluation of the “Social Dialogue for Peace and Crisis Prevention in Sri Lanka” project (2024–2026) in Sri Lanka. The project aims to contribute to a more peaceful, inclusive, and gender-responsive socio-economic recovery process in the context of Sri Lanka’s economic crisis. The evaluation will assess project performance against OECD-DAC criteria, including relevance, coherence, effectiveness, efficiency, sustainability, and impact, with attention to cross-cutting issues such as gender equality, non-discrimination, disability and social dialogue. The Team Leader will be responsible for the overall design and implementation of the evaluation, including methodology development, data analysis, and preparation of all deliverables. The assignment will involve a mixed-methods approach, including desk review, key informant interviews, and focus group discussions with stakeholders. Field visits to selected project areas in Sri Lanka may be required. The Team Leader will coordinate the work of a team member consultant and ensure the quality and timely delivery of all outputs, including the inception report, draft and final evaluation reports, and dissemination materials, in line with ILO evaluation standards.
