New clarification added: Question # 01:Dear UNOPS Procurement Team,We would appreciate your clarification regarding the eligibility requirements for this tender. If a company is newly established and has no previous work experience, is it still eligible to submit a bid on its own?If not, would such a company be eligible to participate through a Joint Venture (JV) with another company that has the required work experience? In such a case, would the Joint Venture be considered eligible even if one partner has no prior experience while the other partner fully meets the experience requirements? We would appreciate your guidance on this matter.Thank you for your time and support.Response #01:Dear bidder,Thank you for your inquiry regarding the eligibility requirements for this tender.A newly established company with no previous work experience may submit a bid on its own. However, to be considered for contract award, the bidder must meet all qualification requirements specified in the solicitation document, including the required similar work experience. As Joint Ventures (JVs) are permitted under this tender, a newly established company that does not have the required experience may participate as part of a Joint Venture with another company. In such cases, the Joint Venture will be evaluated as a single entity, and all JV members combined must meet the evaluation and qualification criteria specified in the solicitation document. Therefore, a JV may be considered eligible even if one partner has no prior experience, provided that the combined qualifications, experience, and capacities of the JV members collectively satisfy the tender requirements. We hope this clarification is helpful and wish you success in the bidding process.Kind regards,UNOPS-Procurement Team
