Description
The United Nations Support Office in Haiti (UNSOH) intends to establish a contract for the rental, operation, maintenance and support of repeater sites for radio (including TETRA) and microwave communication systems throughout Haiti. The Contractor shall provide all resources, personnel, equipment, infrastructure and support services required for repeater site rental and associated telecommunications services, including tower/mast space, secure equipment shelters, power supply, backup power systems, security, access control, installation support, preventive maintenance and corrective maintenance. The priority implementation site shall be Bouthillier, Port-au-Prince, located at: • Latitude: 18°30'24.1"N • Longitude: 72°18'58.3"W The contract is anticipated to be for an initial period of two (2) years, with options to extend for up to three additional one-year periods, subject to satisfactory performance and availability of funds. Vendors should demonstrate availability of telecommunications infrastructure in major towns across Haiti, including but not limited to: • Port-au-Prince • Gonaïves • Cap-Haïtien • Jacmel Preference will be given to vendors capable of supporting multiple strategic locations to enhance network resilience and scalability. Specific Requirements/Information Interested vendors should demonstrate capability to provide: Infrastructure • Existing self-supporting towers/masts suitable for radio repeater and microwave systems. • Secure equipment room/shelter for UN telecommunications equipment. • Grounding and lightning protection systems. • Environmental protection for telecommunications equipment. Power Supply • Minimum electrical availability of eight (8) hours per day. • Backup power capability through generator, solar systems or equivalent solutions. • Fuel management where applicable. Security • 24/7 site security. • Access control for authorized personnel. • Protection against theft, vandalism and unauthorized access. Installation Support • Rigging and lifting services. • Antenna mounting and alignment. • RF, IF, power and fibre cable management. • Equipment rack installation assistance. • Compliance with work-at-height safety requirements. Maintenance • Preventive maintenance of site infrastructure. • Corrective maintenance and emergency repairs. • Maintenance support for UN-owned masts on an on-demand basis. Site Documentation Vendors shall provide: • Site photographs. • Mast/tower specifications. • Hosting capacity details. • Equipment room details. • Security arrangements and access information. Technical Capacity The Bouthillier baseline site shall be capable of supporting: • Microwave antennas (up to 6 units). • TETRA antennas. • Microwave indoor units. • Rectifier systems. • Controllers and distribution panels. • Battery systems. Performance Expectations • Site availability ≥ 98%. • Power availability ≥ 99%. • Critical fault response ≤ 4 hours. • Critical repair restoration ≤ 24 hours.
