1.     Scope of Work

 The selected firm will be responsible for end-to-end implementation, with strengthened emphasis on market linkage and measurable outcomes.

5.1 Programme Design (Market Aligned)

Develop a structured EV training curriculum covering:

·       EV systems and components

·       EV diagnostics and servicing

·       Battery systems and battery management systems (BMS)

·       EV charging infrastructure

·       High-voltage safety practices

Align training with:

·       Industry standards

·       Certification/accreditation pathways (where applicable)

Incorporate both:

·       Theoretical instruction

·       Practical hands-on training

Clearly link training to:

·       Identified value chains and employer demand

·       Job roles or enterprise opportunities

5.2 Recruitment and Beneficiary Selection

The firm shall:

·       Conduct transparent recruitment processes

·       The programme should target approximately 20 participants during the pilot phase

·       Applicants must fall within at least one of the priority groups below:

o   Ex-mine workers

o   TVET graduates, artisans, and technicians

o   Unemployed youth (18–35)

Geographic Requirement (Mandatory)

 

Participants must:

Preference will be given to applicants who reside in or have a verifiable connection to Just Energy Transition priority areas, particularly coal-affected communities in Mpumalanga

Selection Process

·       Open call for applications

·       Screening against eligibility criteria

·       Assessment (technical aptitude/motivation)

·       Interviews (as needed)

·       Final list approved in consultation with UNDP

Fairness and Inclusion Requirements

·       Transparent criteria must be documented

·       Gender and inclusion targets must be incorporated

·       Special consideration for vulnerable and transition-affected groups

5.3 Training Delivery

·       Deliver high-quality training (theory + practical)

·       Ensure access to:

o   Tools and EV diagnostic equipment

o   Training facilities and/or simulation systems

·       Maintain attendance and performance tracking

 

5.4 Market Linkages and Workplace Exposure (Critical Requirement)

The firm must:

·       Facilitate:

o   Industry exposure visits

o   Technical site visits

o   Industry mentorship sessions

o   Networking opportunities with employers and technology providers

o   Workplace-based learning opportunities where feasible

·       Facilitate:

o   Internships/apprenticeships

o   Workplace-based learning

o   Exposure visits

·       Demonstrate:

o   Concrete pathways to employment or enterprise opportunities

5.5 Monitoring, Reporting, and Success Measurement

The firm shall establish a monitoring system aligned with the programme’s results framework.

Key Indicators

Output Level

·       [LS1] 20 participants recruited and enrolled.

·       At least 15 participants successfully completing the programme.

·       A minimum of 4 industry engagement activities conducted.

·       A minimum of 1 industry exposure visit completed.

·       At least 3 strategic partnerships established or strengthened.

·       One scale-up roadmap and lessons-learned report developed.

 

Outcome Level & Market Linkage Indicators

·       At least 80% of participants demonstrate improved technical knowledge and skills.

·       At least 75% of participants report increased readiness to pursue employment, entrepreneurship, or further training opportunities in green economy sectors.

·       At least 50% of participants are linked to mentorship, industry networks, internships, or further learning opportunities.

·       At least 3 partner organisations express commitment to future collaboration and programme expansion.
