New clarification added: Dear Bidders,Please see below the clarification to teh received question:Lot 1 - Automated immunochemiluminescent analyzerQ1: 2.4 Pipetting Volume: High-precision sampling ranging from 5-10 μL to 150-200 μL with precision CV < 1% - Regarding Clause 2.4 (Pipetting Volume): "Kindly confirm if a pipetting precision of CV< 1% at 200 μL and CV< 2% at 10 μL is acceptable for the requested sampling range."A1: No, it does not match the requirement.Q2: 4.3 Magnetic Separation: Multi-stage magnetic washing matrix using powerful NdFeB permanent magnets. - "Kindly confirm if a 4-phase automated magnetic separation assembly meets the criteria for a 'multi-stage magnetic washing matrix' under Clause 4.3."A2: Yes, it meets the requirement.Q3: 4.4 Separation Efficiency: Complete solid-liquid phase separation in ≤ 20 seconds per washing cycle.- Regarding Clause 4.4 (Separation Efficiency): "Please clarify whether the requirement of ≤ 20 seconds per washing cycle' refers to the total time allocated for a single processing step within the automated washing and separation sequence of the analyzer. If yes, will an instrument with an engineering cycle step of 20 seconds or less be considered compliant?A3: The "≤ 20 seconds per washing cycle" refers to the maximum time allowed for the dedicated solid-liquid separation phase within a single wash step. However, an engineering cycle time of less 20 seconds only guarantees compliance if the complete physical separation of the phases happens entirely within that window. Moreover, following the clarification given to this requirement previously, this requirement is excluded. The updated Shecule of Requirements will be published accordingly.Lot 2 - Automated system for testing blood for sterilityQ4: Sections 1.2, 2.2, 6.4, and 6.5 require the use of separate vials for culturing fungi and mycobacteria. In the system we propose, the corresponding tests are performed using a single vial, which ensures a comparable diagnostic result while reducing the cost of consumables and simplifying the work of the staff.A4: This is hospital request. Using separate vials for culturing fungi and mycobacteria prevents cross-contamination, ensures optimal growth conditions, and minimizes the risk of rapidly growing organisms overwhelming slower ones.Q5: Section 1.3 specifies the use of a fluorescent detection method. In contrast, our system uses a photodetector that registers changes in the intensity of reflected light at the bottom of the vial. This method enables automatic detection of microbial growth and serves as an alternative technological solution for achieving the same functional goal.A5: This is hospital request. Fluorescence detection is better for complex molecular diagnostics or multiplexingQ6: Section 3.4 requires the presence of a built-in barcode scanner. Our system uses an external barcode scanner, which provides similar functionality without affecting the analyzer’s performance.A6: Yes, Possible to use external oneQ7: Section 5.3 establishes a requirement for automatic resumption of operation following power outages. Our system is equipped with an uninterruptible power supply (UPS), which ensures uninterrupted operation of the equipment and protection against the effects of brief power outages.A7: This is safety requirement if something will happen with UPS.Q8: Section 7.2 sets the maximum weight of the equipment at 40 kg. Our system consists of two separate modules (the main module and the loading module), with each weighing no more than 40 kg (35 kg and 33 kg, respectively). The modular design simplifies transportation, installation, and maintenance of the equipment; therefore, the total weight of the system does not affect its functional characteristics or operational efficiency.A8: Hospital requirement to use less space. Q9: Please clarify how to submit prices for this procurement. On the platform, it states that bids must be submitted excluding VAT, while Form B - specifies that all price proposals must be submitted inclusive of VAT and all applicable taxes, as well as customs duties, excise taxes, and any other costs necessary to fulfill the DDP Ukraine delivery requirements in accordance with Incoterms.A9: The Form B includes the information about VAT and DDP mistakenly. The requirement is Total cost of offer, DPU Kharkiv excl. VAT. The relevant changes will be performed in Form B and published soon.Thank you.Best regards,UNOPS Procurement Team

New clarification added: Dear Bidders,Please see below the clarifications to the received questions.Lot 4 - Carousel-type vacuum histoprocessorQ1: 1.15 Draining time, no less 60 seconds The requirement for a draining time of no less than 60 seconds is technologically excessive and can introduce technical risks to the quality of histological specimen processing.Practical and engineering standards in automated tissue processing demonstrate that a 30-second delay period while the basket is suspended above the station is fully sufficient for the complete gravity drainage of liquid reagents from the surfaces of standard cassettes. This timeframe effectively minimizes chemical carry-over between stations without altering the chemical balance of consecutive reagents. Artificially extending the drainage window to 60 seconds or more poses a direct threat to delicate biological specimens. Prolonged exposure of the tissue basket to open air—particularly between hot paraffin stations or during the transfer through volatile alcohols and solvents—accelerates tissue desiccation. Furthermore, molten paraffin can begin to solidify prematurely on the cassette surfaces before full immersion into the subsequent station, disrupting proper infiltration. Therefore, a 30-second drain time is a safer, scientifically optimized industry standard that perfectly balances the reduction of reagent carry-over with specimen protectionWe respectfully recommend to change this requirement to “Draining time, no less 30 secondsA1: Setting a draining (or drip-off) time of 60 seconds is highly recommended for carousel-type vacuum histoprocessors. A full 60 seconds provides several essential benefits: Minimizes Reagent Carryover, Maximizes Vacuum Effectiveness, Prevents Paraffin Cross-Contamination. Q2: 1. 17 Function of turning off paraffin baths by overheating. The requirement for an automated paraffin bath shut-off function upon overheating is overly restrictive and discriminates against reliable equipment with alternative, highly secure architectural designs. Modern safety standards for carousel tissue processors favor a modular design, where each paraffin container interfaces with the main body via its own independent, detachable power cable. This configuration provides absolute safety, as any individual bath can be completely de-energized by physically disconnecting its cable during emergencies or maintenance, eliminating risks of software glitches or sensor failures. To ensure fair procurement, we respectfully recommend that the Buyer remove this requirement (Item 1.17) or amend it to accept separate, detachable power connections for individual paraffin stations.A2: The automatic overheat cutoff function is necessary. It serves as a hardware safety barrier because a runaway heating element can destroy irreplaceable patient specimens, ruin equipment, and cause laboratory fires.Q3: 1.20 Must be fulfilled without the need to use additional equipment, for example: a fume hood or laminar flow box or dome-type exhaust system or similar The requirement stipulating that the instrument must function entirely standalone, without any need or option for connection to external ventilation systems (such as fume hoods, laminar flow boxes, or centralized exhaust systems), is overly restrictive and limits the choice of high-quality diagnostic solutions without offering technical or safety benefits.Modern engineering standards for pathology and histology laboratories inherently dictate the presence of robust, centralized supply-and-exhaust ventilation or localized fume extraction systems. The inclusion of a dedicated carousel cover on the processor itself provides the primary containment necessary to isolate chemical vapors within the instrument during routine operation. Strictly prohibiting or penalizing the integration with external exhaust systems overlooks the most sustainable and secure approach to laboratory safety—venting trace chemical fumes (such as alcohols or clearing agents) directly into the facility's central industrial ventilation or utilizing existing fume hoods. Furthermore, complete internal autonomy typically relies heavily on integrated carbon filters, which have a finite lifespan, generate recurring replacement costs, and pose exposure risks to laboratory personnel if not serviced precisely on time. Offering an instrument layout that seamlessly integrates with the end-user's existing ventilation infrastructure via dedicated hoods, exhaust pipes, or standard laboratory fume hoods represents a more reliable, sustainable, and long-term safety solution for the medical facility. In light of the above, to ensure fair competition and expand the range of qualified bidders without compromising research quality or staff safety, we respectfully recommend that the Buyer remove these requirement to align with standard histopathological protocols and the existing ventilation infrastructure of the healthcare facility. We respectfully recommend that the Buyer remove this requirement.A3: Central ventiliation systems are very sensitive to electrical supply quality and they usually are not connected to UPS and diesel generators. If ventiliation systems don't worke it will be impossible to use vacuum histoprocessor what is not acceptable.Q4: 1.21 The possibility for future order of a hose or pipe for connection to a central ventilation unit or systemThe requirement specifying the technical possibility “for a future order” of a dedicated hose or pipe to connect the device to a central ventilation system is redundant and economically disadvantageous for the Buyer.Modern and cost-effective standards for carousel tissue processors dictate that a protective carousel cover/hood is already included in the standard delivery package at no additional cost. This design fully isolates the reagent working area from day one, ensuring lab safety without forcing the end-user to purchase optional structural components down the line. Classifying standard ventilation adaptors or exhaust interfaces as “future options” artificially inflates the lifecycle cost of the equipment and creates hidden procurement burdens for the healthcare facility. Providing an integrated protective cover as a standard feature fully satisfies personnel safety requirements within any properly ventilated laboratory environment. Consequently, to prevent the artificial restriction of competition based on proprietary mechanical designs of specific brands, we respectfully recommend that the Buyer remove this requirement (Item 1.21).A4: The hospital must have such possibility when situation with electrical supply will be fine and central ventiliation system can work without breakes.Thank you.Best regards,UNOPS Procurement Team

New clarification added: Dear Bidders,Please see below the clarifications to the received questionsLot 1 – Automated Immunochemiluminescent AnalyzerQ1: 5.2 Measurement Range: Broad dynamic range spanning 5 to 6 orders of magnitude (RLU).We request that this requirement be excluded, as it describes an internal technical characteristic of the detector rather than the functional capabilities of the analyzer. The RLU (Relative Light Units) value is an instrument-specific parameter that depends on detection algorithms, calibration procedures, and signal processing methods applied by different manufacturers. Accordingly, the indicator “5–6 orders of magnitude (RLU)” is not a standardized characteristic and cannot be objectively compared across analyzers from different manufacturers. At the same time, the analytical performance of the equipment is defined by parameters such as limits of detection, analytical measurement range, accuracy, reproducibility, and throughput, rather than the number of orders of magnitude of the internal light signal. Therefore, establishing such a requirement without proper technical justification unduly restricts competition and limits participation of systems that provide equivalent or superior analytical performance but use different signal processing principles.A1: The requirement for a broad dynamic range spanning 5 to 6 orders of magnitude is a critical requirement for modern automated immunochemiluminescent analyzers. Excluding this requirement will severely compromise laboratory efficiency and clinical safety due to the following reasons: Eliminates Patient Sample Delays. Ensures Patient Safety via High Analytical Sensitivity. Prevents "Detector Blinding" and Cross-Talk. Reduces Cost Per Test. Q2: 5.3. Calibration Stability: Long-term master curve calibration stability lasting ≥ 28 to 60 days per lot.Calibration Stability: Long-term master curve calibration stability lasting ≥ 7 to 60 days per lot.The requirement to establish a minimum calibration stability of ≥ 28 days is unduly restrictive, as the stability of calibration curves in modern immunoassay analyzers may vary significantly depending on the manufacturer and the test, and for a substantial number of systems it may be lower without affecting the quality, accuracy, or reliability of results.A2: Having 28 to 60 days of calibration stability is not a strict requirement, but it offers massive operational convenience and financial benefits: Fewer calibration runs free up staff for patient testing. Reduces the waste of expensive reagents and calibrator materials. Keeps the analyzer online and processing samples without frequent calibration delays. Allows "plug-and-play" loading of new reagent bottles from the same lot.Q3: 6.4 Data archive: At least 150,000 analysis resultsWe request the exclusion of the requirement “Data archive: At least 150,000 analysis results,” as it specifies a fixed internal memory capacity for result storage, which is not a determining factor of the functional or analytical performance of a laboratory analyzer.Modern laboratory information systems and analyzer software typically provide options for archiving and backing up results on external data storage systems (e.g., servers or personal computers). In such cases, the effective archive capacity is practically determined by the storage capacity of external media and may be significantly larger or virtually unlimited. Therefore, specifying a minimum internal archive capacity of 150,000 results has no independent functional value and does not affect the quality, accuracy, or performance of laboratory testing. Instead, such a requirement may unjustifiably limit participation of systems that ensure full data storage and archiving via external solutions while having a different internal memory architecture. In view of the above, it is advisable to replace this requirement with a functional one, such as: “Availability of data storage, search, and archiving capabilities for test results,” without specifying a fixed internal archive capacity.A3: There is no informaion that the analyser will be connected to centralised LIS or PACS. Definately equipment must have such possibility but due to hospital workflow situation can be different and equipment must have internal storage. Q4: 6.5 More than 100 assay parameters availableWe request the removal of the requirement “More than 100 assay parameters available,” as the number of available tests is not an independent indicator of the functional capabilities of the analyzer and does not affect the quality of laboratory testing. The determining factor is not the total number of assays a system can potentially perform, but the availability of the specific tests required to meet the laboratory’s needs. An analyzer with a smaller overall test menu, but which fully supports all required assays, is functionally equivalent in achieving the objectives of the procurement.Setting a minimum requirement for the total number of available tests therefore unjustifiably restricts competition.A4: Having a wide assay menu of 100+ parameters is essential for high-throughput, general-purpose clinical laboratories. It maximizes efficiency, cost-effectiveness, and adaptability.Lot 4 - Carousel-type vacuum histoprocessorQ5: 1.12 Possibility of setting the time for immersing cassettes in each container, no less 99 hours 59 seconds The requirement for programming the immersion time in a single container for up to 99 hours and 59 minutes is technologically excessive and clinically counterproductive for both routine and specialized histopathological workflows. According to established global guidelines in pathology, standard protocols for tissue fixation, dehydration, and infiltration (even for large, dense, or fatty specimens) range from a few dozen minutes to a maximum of 12–24 hours.Continuous immersion of biological specimens in a single processing reagent (particularly in high-grade alcohols, xylene, or molten paraffin) for nearly 100 hours (more than 4 days) would inevitably cause severe over-processing, tissue desiccation, excessive brittleness, and artifacts. This layer of chemical degradation compromises microtomy (section cutting) and degrades the diagnostic quality of the biopsy. To accommodate laboratory scheduling over weekends or public holidays, modern tissue processors rely on a delayed start function rather than extended station timers. This function allows specimens to remain safely in the primary fixative (buffered formalin) before the active processing cycle begins, preventing tissue exposure to volatile and aggressive solvents. Therefore, a maximum station time capacity within 24–33 hours is fully compliant with and more than sufficient for all validated medical tissue processing protocols. We respectfully recommend to change this requirement to “Possibility of setting the time for immersing cassettes in each container, no less 33 hours 00 secondsA5: The maximum programmable immersion/infiltration time of 90 hours and 59 minutes per station is designed to accommodate specialized laboratory workflows, extended closures, and non-routine tissue types. Extended time limits are critical for specific scenarios.Thank you.Best regards,UNOPS Procurement Team

New clarification added: Dear Bidders,Please see below the clarification to teh received question:Q1: To ensure submission of our most competitive and complete offer, we kindly request a one-week extension of the submission deadline.A1: The tender deadline will be extended for 1 week.Lot 1 – Automated Immunochemiluminescent AnalyzerQ2: 1.4. Time to First Result: ≤ 20 minutes for priority parameters.Time to First Result: ≤ 35 minutes for priority parametersThe requirement for a time to first result of less than 20 minutes is unduly restrictive, as modern immunoassay analyzers from different manufacturers demonstrate this parameter within a broader range. The time to first result does not affect the quality, accuracy, or reliability of the assay, and setting such a requirement without objective justification leads to an unjustified narrowing of the pool of potential participants.A2: For life-critical biomarkers, clinicians depend on TTFR to guide immediate life-saving treatments. It's critical for such hospital.Q3: 3.2 Reagent Packaging: Ready-to-use, closed-kit cartridges (integral pack containing magnetic beads, conjugates, and diluents).Reagent Packaging: Ready-to-use, closed-kit cartridgesAs stated in Section 4, the requirement for the use of magnetic particles within the reagent cartridge is tied to a specific technology and restricts competition. A3: The requirement for ready-to-use, closed-kit cartridges integrating magnetic beads, conjugates, and diluents is a critical operational mandate for the hospital laboratory. This closed architecture is specified to guarantee absolute standardization of the testing environment, ensuring maximum diagnostic accuracy and compliance with stringent quality assurance protocols. The built-in automation directly mitigates clinical risk, optimizes turnaround times for critical care.Q4: 3.4. Mixing System: Automatic, continuous, and non-contact magnetic bead resuspension prior to pipetting.Mixing System: Automatic, continuous reagent mixing prior to pipetting.Taking into account the justification provided in Section 4, the requirement for resuspension of magnetic particles is linked to a specific technology and unduly restricts competition.A4: An automatic, continuous, and non-contact mixing system for magnetic beads ensures uniform suspension, minimizes carryover contamination, and maximizes assay precision in diagnostic analyzers. It prevents beads from settling or clumping before pipetting, guaranteeing consistent, reproducible results without requiring manual intervention.Q5: 4. Reaction & Magnetic Separation ModuleReaction & Separation ModuleThe requirements set out in the “Reaction & Magnetic Separation Module” section describe a specific technological approach for chemiluminescent immunoassay based on the use of magnetic particles. Modern immunoassay analyzers from different manufacturers employ various reaction and separation technologies, while ensuring equivalent analytical performance, accuracy, and reliability of results. Specification of a particular separation technology unduly restricts competition among manufacturers.A5: The purchasing authority requires an automated immunodiagnostic analyzer featuring a high-efficiency Reaction & Magnetic Separation Module. The instrument must leverage superparamagnetic microparticle technology to isolate target analytes. This specification is mandatory to ensure the laboratory achieves the highest possible sensitivity, rapid turnaround times, minimal sample carryover, and long-term mechanical reliability. Q6: 4.1 Incubation Temperature: Fixed at 37°C ± 0.3°C with constant dry-bath or water-jacket heating.Incubation Temperature: Fixed at 37°C ± 0.3°C.The requirement for the use of a “constant dry-bath or water-jacket heating” system is overly detailed and describes a specific design implementation for heating the incubation zone rather than the functional characteristics of the equipment, thereby limiting the range of potential participants. Accordingly, specifying a particular type of heating system does not affect the instrument’s functional capabilities, the accuracy of the assays, or the quality of the obtained results; however, it unjustifiably restricts competition by excluding manufacturers whose products ensure the required incubation temperature through alternative design solutions. A6: The clinical accuracy of the laboratory's specific assays relies on absolute temperature uniformity throughout the entire duration of kinetic measurement. Alternative heating methods often suffer from low thermal mass, slower heat transfer rates, and a high susceptibility to temperature drops when ambient-temperature samples are introduced. To mitigate the clinical risk of false patient results caused by kinetic reaction delays, the laboratory requires a physical heating medium with high thermal inertia—specifically restricted to constant-temperature water-jacket or dry-block conduction heating. This specification is vital to patient safety and assay standardization, and cannot be compromised for generic technological equivalence.Q7: 4.3. Magnetic Separation: Multi-stage magnetic washing matrix using powerful NdFeB permanent magnets.Separation system: Automated multi-stage separation and washing system.Taking into account the justification provided in Section 4, the requirement for a multi-stage magnetic washing system using permanent NdFeB magnets is linked to a specific technological approach and unduly restricts competition. A7: NdFeB permanent magnets represent the industry-standard baseline for automated clinical analyzers due to three critical performance vectors: Maximum Diagnostic Throughput. Absolute Thermal Stability. Spatial Efficiency & Longevity. This requirement is critical for hospital work and cannot be compromised for generic technological equivalence.Q8: 4.4 Separation Efficiency: Complete solid-liquid phase separation in ≤ 20 seconds per washing cycle. We request that this requirement be excluded. The requirement specifying the duration of an individual internal technological process (≤20 seconds per washing cycle) is unjustified and unduly restricts competition. This requirement does not describe the functional capabilities of the analyzer, nor does it affect the quality or reliability of laboratory test results; instead, it defines the method and speed of a single internal operational step of the instrument. Different manufacturers apply various technological solutions for phase separation and washing processes, which may differ in the duration of individual steps while still ensuring equivalent or even higher analytical quality, system throughput, and result reliability. Therefore, setting a requirement for a specific duration of an internal process without demonstrating its direct impact on the final test result unjustifiably excludes equipment operating under alternative technological algorithms.A8: Thank you. The requested is accpeted and this requirement is excluded. The updated Shecule of Requirements will be published accordingly.Thank you.Best regards,UNOPS Procurement Team

New clarification added: Dear Bidders,Please see below the clarification to teh received question:Q: Could you kindly advise whether local registration and market access permits are still required for the Lot 3 low-temperature refrigerators (-20℃ to -40℃) for circulation within Ukraine, even though the products have obtained CE and US FDA certifications?A: Laboratory low-temperature freezers in Ukraine are classified as medical devices. The legislation requires the procedure for assessing compliance with Ukraine's own regulations — Technical Regulations. CE marking alone or FDA approval is not enough. Any medical equipment must have Ukrainian state-issued documents.Thank you.Best regards,UNOPS Procurement Team
