New clarification added: Question: For all FGDs and workshops, could you please confirm whether UNOPS will be responsible for issuing invitation letters while we are the one who will do coordination with participants?Response: ETP can support in sending invitation letters, if necessary. The consultants are expected to follow-up and coordinate with target participants.

New clarification added: Question: For the final FGD to be held in Singapore, are beneficiary representatives from each country also expected to attend or only the consultants from each country? If yes, will their participation and associated travel costs be covered under the project since it was stated no coverage for those?Response: There will be no FGD to be held in Singapore. Milestone 6 will be the launch of the Final Report and the Guidebook in Singapore (tentative). As stated in para 40h, there is no sponsored travel for beneficiary representatives.

New clarification added: Question: Regarding FGD Deliverable 3, which is scheduled to take place only in Jakarta and Manila:- Does this mean that the Vietnamese beneficiary representatives and the Vietnam-based project team are expected to participate in both locations?- If so, shall we be responsible for covering the travel and accommodation costs of the Vietnamese representatives attending events in Jakarta and the Philippines?- Alternatively, would it be more appropriate to include a dedicated discussion or FGD in Vietnam to ensure equal engagement opportunities for all beneficiary countries?Response: Vietnamese stakeholder engagement is recommended to be carried out through targeted bilateral or virtual consultations, not an in-person FGD. Vietnam-based representatives are therefore not expected to travel to Jakarta or Manila, and no sponsored travel is required for these two events (para 30h). This reflects practical considerations for organizing large events in Vietnam.

New clarification added: Question: Regarding the Milestone 3 and Final Report Launch:For the meetings to be held in Indonesia and the Philippines, are consultants/experts from each beneficiary country required to attend in person, or is attendance only required from experts based in the host country? Especially Vietnam, we think the experts from Vietnam will not be relevant to Indonesia and Philippines meeting if the meeting intention is for the host country discussion?Response: For the Milestone 3 country workshops, attendence is left to the consultant's methdology and team composition.For the Milestone 6 Launch Event, this is a regional event, and experts' attendance will depend on the event design and consultant team's discretion.

New clarification added: Question: In a beneficiary list, there are clean energy developers and companies, private sector financiers, institutions/donors, and governments. First, is it beneficiary or is it stakeholders to participate in our event only? Second, will the role of beneficiary be more than the participation in FGD, but also provide the input, the feedback and reviews of the deliverable quality? Would UNOPS specify who will be in each country of this beneficiary for our better information or we can propose based on our understanding of each country situation? This might be important for us to map the stakeholders/beneficiaries.Response: First question - The Table 4 Beneficiary List shows who are expected to benefit from the project's outputs, and overlaps with the stakeholders to be consulted in the Milestone 3 workshops.Second question - Participants in FGD will be consulted and their input can be taken into consideration in the analysis and development of outputs. They will not be part of the review of deliverables. The approval of deliverables remains with ETP and not with the beneficiaries/stakeholders.Third question - The consultant is required to deliver a stakeholder mapping in the Inception Report. ETP can provide input during this stage.

New clarification added: Question: For paragraph 35 point b, there is an assignment: "Highlight considerations for the development of regional fund mechanisms, including potential instruments and participation by local currency financiers", may we ask for your clarification do we need to create a mechanism for regional fund in ASEAN or only these selected countries? May you elaborate on what the task intention to this, therefore it is understandable to us (bidder).Response: Bidders are not asked to design or establish an actual regional fund. Bidders are asked to provide strategic recommendations for potential instruments and structuring considerations for a fund mechanism to operate in Vietnam, Indonesia and the Philippines, including how local currency financiers could participate. The recommendations should be informed by country-level findings from Milestones 2-3.

New clarification added: Dear Respective Bidders,Please kindly find below clarification questions and responses from UNOPS for your refeference in preparation of your proposal Question 1: The RFP requires audited financial statements covering the past two years as part of the Financial Capacity/Financial Stability evaluation. Consistent with common industry practice, could you please confirm whether completed financial statements that have been reviewed by an independent Certified Public Accountant (CPA) in accordance with the standards of the American Institute of Certified Public Accountants (AICPA) would be considered acceptable in lieu of audited financial statements?Response 1: Other than financial statement, the tender qualification criteria has clearly stated that the below could serve as alternative to satisfy the requirement of audited financial statement. "Offeror should submit audited financial statements for the past 2 years/ financial statement verified by a chartered accountant/ Tax declaration statement to the local government, or any other document/ statement accepted by the local government authorities in which the offeror is legally registered to provide the services."Question 2: The RFP states that "in the case of a JV, annual turnover is calculated based on the total annual turnover of the JV." For a newly established joint venture that does not yet have an independent operating history or financial track record, could you please confirm whether it would be acceptable to demonstrate compliance by submitting the combined annual turnover of the individual JV member firms?Response 2: The statement in the RFP on the qualification criteria of "the annual turnover is calculated based on the total annual turnover of the JV" defined to allow more flexibility if one JV member could not meet the minimum requirement, this could be calculated as combined annual turnover of each individual JV members together to meet the requirement.Question 3: The RFP states that "in the case of a JV, at least one reference from the JV should be submitted." As a newly established joint venture would not yet have completed projects under the JV entity, could you please confirm whether past performance references from the individual JV member firms would be accepted to satisfy this requirement?Response 3: The statement in the RFP on the qualification criteria of "in the case of a JV, at least one reference from the JV should be submitted" defined to request each individual JV member to submit at least one reference from past performance of each member to ensure the JV has strong and relevant experience as required.Question 4: We would like to seek clarification on Form F – Performance Statement. Could you please confirm whether Form F is required to be signed by the relevant client / counterparty for each credential submitted, or whether it may be completed and signed by the Offeror based on its own project records?Response 4: Returnable Form F - Performance Statement required to sign by the offeror only though information should be provided in a more details ways to explain the capability of the offeror to performance the scopes under this ToRs along with name, email address and/ phone number of the focal point of the past clients and UNOPS may contact the customer reference when the bidder is awarded the contract.
