RFP- Climate Risk and Vulnerability Assessment (CRVA)
The Climate Risk and Vulnerability Assessment will focus on the priority sectors identified under the project, namely agriculture, livestock, agropastoralism and fisheries; water resources; resilient infrastructure; and coastal areas. The analysis shall consider current and future climate hazards, exposure, vulnerability, adaptive capacity, socio-economic factors, gender-differentiated impacts and interactions between climatic and non-climatic drivers of risk.
The assignment will cover the entire national territory of Djibouti, including Djibouti City and the five inland regions of Arta, Ali Sabieh, Dikhil, Obock and Tadjourah. The assessment shall generate national and regional findings, identify priority climate hotspots, and provide practical evidence to inform the National Adaptation Plan process and related investment priorities.
The selected international multidisciplinary firm will lead the technical design and implementation of the assignment. It will be responsible for developing and validating the CRVA methodology, coordinating the work of international and national experts, conducting climate modelling and economic analysis, ensuring the quality and consistency of all outputs, and preparing the national and regional reports, maps, databases, adaptation options and final deliverables.
The firm shall work closely with UNDP, the Ministry of Environment and Sustainable Development, the National Climate Change Committee, Regional Climate Change Committees, relevant technical institutions and local stakeholders. The assignment will include national and regional consultations, validation workshops, data collection, GIS mapping, vulnerability analysis, prioritization of adaptation options, cost-benefit analysis, and preparation of a validated portfolio of gender-sensitive and bankable adaptation priorities.
The firm will also ensure that environmental and social safeguards, gender equality, social inclusion, stakeholder engagement, transparency, feedback mechanisms and data traceability are integrated throughout the assignment. All datasets, GIS layers, metadata, assumptions, calculation tools, consultation reports and final deliverables shall be transferred to the relevant national institutions to support future updates and institutional ownership.
