 Institutional Consultancy for development and rollout of Learning Passport to support implementation of digital solutions in teaching and learning by developing digital literacy curriculum content, expanding the radio learning platform and the Learning Passport, and building teacher capacity to deliver inclusive digital learning that promotes girls’ participation in science, mathematics and technology (STEM) while supporting innovations that reach the most vulnerable girls through improved engagement, learning tracking, and assessment.

Dear Company Representatives,

UNICEF Liberia Country Office invites your company/Institution to submit an offer to the attached Request for Proposal (RFP). Please see attached the TOR, Financial response template & RFP (tender) documents to facilitate your bid response process. Offers to this tender must be received by latest 8:00 AM on 7th July 2026 (GMT time). Bids received after the stipulated date and time will be invalidated. 

Bidders are requested to send electronic copy of their proposals by email as signed pdf documents to (LBR.BIDS@UNICEF.ORG ) with the tender reference in their email subject or as per the instructions in our tender document.

An online pre-bid Teams meeting with interested bidders will be held on 30th of June, as per the request. 

Important Notes:

* For the previous applicants do not required to reapply and the application from previous applicants will be considered for next step of evaluation. 

* Price proposals will be submitted in USD and VAT Excluded. 

* Price proposals will be submitted by using the attached price proposal template (excel) and a duly signed and stamped PDF version.

* All bidders participating in this tender must register, create and have a vendor profile on the UNGM platform: www.ungm.org

* Bidders must also complete UNICEF PSEA consent form (Annex A)

All requests for formal clarification or queries for this request must be submitted by email to lbr-procurement@unicef.org between 26th of June till 6th of July 2026 by 5PM GMT Time.

 Please note: It is important that the interested Company read all provisions of the request to ensure that they understand UNICEF's requirements and can submit compliant proposals. Failure to do so may result in invalidation of the proposal.
