Description

UNDP has supported the Government of Nauru to design and develop the Transforming and Integrating Digital Enrolment (TIDE) system — Naurus first end-to-end digital civil registration platform. TIDE replaces a paper-and-Excel baseline with a digital platform managed by the Births, Deaths and Marriages (BDM) Office under the Office of the Chief Registrar.

Phase 1 of this engagement (concluded April 2026) delivered the design of TIDE Minimum Viable Product, including system architecture, user interfaces, role-based access, reporting modules and pilot deployment.

This Phase 2 engagement covers the deployment work required to move TIDE from a piloted system to operational use: integration of the consolidated production dataset, supported go-live, and a defined stabilisation period with handover to BDM and the Government ICT Department. Kindly refer to the attached TOR for the detailed scope of requested services.
