Question:Please confirm if the preparation of Environmental Impact Assessment Elaborate is not necessary considering the opinion (03-D-1346/1) of Environmental Protection Agency within the Urban Technical Conditions.Answer:Based on the official opinion received from the Environmental Protection Agency (referenced as 03-D-1346/2 within the UTU), preparing an Environmental Impact Assessment (EIA) Elaborate is currently not required for this project. If this requirement changes, the updated information will be shared accordingly with the successfully contracted Offeror during the project implementation phase.Question:Please clarify can one expert cover two positions if he has the necessary experience and references?Answer:Yes, one expert can cover two positions, provided that the individual fully meets all the required formal qualifications, experience, and references, and holds the appropriate licenses for each specific role. Furthermore, in accordance with the applicable Law on Construction of Structures (Article 78), the Lead Designer (Vodeći projektant) who manages the preparation of the complete technical documentation is explicitly allowed to simultaneously act as the Responsible Designer (Odgovorni projektant) for a specific part of the technical documentation.

New clarification added: Question: As the scope of the procurement involves the reconstruction of an existing building, we would appreciate your clarification as to whether the preparation of a conceptual design proposal is required as part of the tender submission.Answer:Bidders are not required to prepare or submit a Concept Design (Idejno rješenje) proposal as part of their quotation.As specified in the RFQ, preparing the Concept Design is part of the scope of services for the selected Consultant during contract implementation; therefore, it is not required at the bidding stage. Accordingly, bidders are not expected to prepare a Concept Design for bid submission.

New clarification added: Dear potential bidders, We have received the request for clarification as below. Question:Can you please clarify whether the terms of references requires explicitely design for reconstruction and remodelling of the buidling? In the Annex 1a it is recommended a detailed structural stability analyses and heavu structural measures, is it considered as option that structural stability assessment could lead to a decision for demolition. In the other side the Annex 1b recommends construction of teh new building due to detoriated architectural building elements and installation.Response:The subject of this procurement is the preparation of design documentation strictly for the reconstruction of the existing Elementary School "Mladost", in accordance with the issued Urban-Technical Conditions (UTU) and the Terms of Reference (ToR).The issued UTU establish the legal framework for this project and define the permitted scope of intervention exclusively as the "reconstruction of the existing school building". Furthermore, the ToR explicitly mandates that the reconstruction must be undertaken strictly "within the existing building footprint and volume".Therefore, a decision for demolition and the preparation of design documentation for a new replacement building are not options within the scope of this assignment.While the preliminary technical reports provided in Annexes 1a and 1b highlight the deteriorated condition of the facility and suggest considering the construction of a new building, the ToR clearly states that these reports are "indicative in nature and shall serve as preliminary inputs only".They do not modify the scope of the procurement or override the legal planning constraints set by the UTU.

New clarification added: Dear potential bidders, We have received the request for calrification as below:Could you please confirm whether, under the section "copy of the last three financial statements OR audited reports OR solvency reports for the last three (3) years," it is acceptable to submit the reports for following years 2023, 2024, and 2025?Answer:Yes, reports for these three years are acceptable. In case the bidder has not the audit report for 2025 available / finalised (if it was not audit yet or similar), then it may submitt as their last three financial statements for 2022, 2023 and 2024.
