This RFQ refers to the Supply of Laboratory Equipment for SES of the Republic of Uzbekistan, divided into 4 lots:
Lot #1: Gel Documentation System - 1 unit
Lot #2:Electrostatic field meter, portable - 2 units
Lot #3: Multiparameter analyzer (anemometer, luxmeter, lightmeter, UVmeter) - 3 units
Lot #4: Dynamic electrosleep apparatus - 1 unit
Note to Bidders: Bidders are allowed to quote prices for one or more lots identified in this tender. However, the Bidders must offer 100% of the quantities specified for each lot. Evaluation will be done separately for each lot.

New clarification added: Q8: Reference is made to Lot 3: Multiparameter analyzer technical requirement line C:Power supply. Please clarify if a) 220 VAC mains power will be available at the installation location; or b) the system must operate using a solar panel solution. A8:The instrument shall include a rechargeable battery for autonomous operation. A charger and/or AC power adapter compatible with 220–240 VAC, 50 Hz mains supply with a European standard plug shall be provided. Solar power supply is not required.

New clarification added: Q7: Reference is made to Lot 3: Multiparameter analyzer technical requirement lines #10 and #11 on data logger. Please clarify the following: Will operators simply visit the installation site and manually read the values on the display? Is a remote access via Wi-Fi, LAN, or a cellular modem required? Should the system automatically send data to an FTP server or via MQTT protocol for subsequent analysis using dedicated software? Alternatively, is there intention to connect the system to an existing LAN or Wi-Fi network and access the data through software installed on a PC connected to the same network? A7:The equipment is intended as a portable measuring instrument operated by personnel at the measurement location. Therefore remote access via Wi-Fi, LAN, cellular modem, FTP, MQTT or similar technologies is not required. Please follow the minimum required functionalities specified. However you can offer a device with wider functionalities.

New clarification added: Q6: Reference is made to Lot 3: Multiparameter analyzer technical requirement line # 8: Air velocity measurement range: at least 0.1 m/s to 20 m/s. Would models that are capable of measuring significantly higher wind speeds and that include an integrated weather sensor capable of measuring both Wind speed and Wind direction be acceptable. For this point, clarify whether there is a requirement to provide a cup anemometer, typically used for outdoor meteorological measurements or a hot-wire anemometer, typically used for indoor airflow monitoring and ventilation studies. A6: The intended application is the measurement of air movement for environmental and occupational hygiene purposes. Accordingly, the specified measurement range is sufficient. A hot-wire or another equivalent/better technology capable of meeting the specified measurement range and accuracy is acceptable.

New clarification added: Q5: Reference is made to Lot 3: Multiparameter analyzer technical requirement lines # 6 and #7 on temperature and humidity measurements respectively. If installation of the equipment is outdoors, it is recommend to include a radiation shield (radiant screen) to ensure accurate measurements and protect the sensors from direct solar exposure. A5:The equipment will be used as a portable measuring instrument. Therefore, a radiation shield is not required.

New clarification added: Q4: Reference is made to Lot 3: Multiparameter analyzer technical requirement line #5: UV irradiance spectral measurement range: 280–400 nm region with an accuracy: ±10 % of reading or better. This implies the need to measure both UV-A and UV-B to cover this range accurately, two dedicated sensors are usually offered, one for each spectral band. UV-A and UV-B measurements are also generally associated with outdoor environmental monitoring, which reinforces the need to clarify the installation environment. A4:Please note that required device is intended for portable field and laboratory measurements rather than continuous outdoor environmental monitoring. The offered solution may consist of either a single sensor covering the required spectral range or two dedicated sensors (UV-A and UV-B), provided together they cover the required measurement range.

New clarification added: Q3: Reference is made to Lot 3: Multiparameter analyzer technical requirement line #3: Illuminance measurement range: at least 10 lx to 200,000 lx with resolution 1lx or better and accuracy ±8% of reading or better. 1 lux resolution over the entire range from 10 lux to 200,000 lux is highly unlikely from a technical perspective, and this requirement may need to be reviewed considering practical sensor capabilities. Would it be considered to amend the requirement as follows: Measurement range: 0 to 150,000 lux, Resolution: 10 lux, Accuracy: ±3%. A3:The specified illuminance measurement range and resolution will remain unchanged. However, please note that if an offered solution provides minor deviations from our requirements while remaining suitable for the intended application, such deviations may be considered technically acceptable during the technical evaluation, subject to confirmation by the End User.

New clarification added: Q2: The reference is made to Lot #1: Gel Documentation System and further to the technical requirement lines #9. Maximum gel size, cm: at least 28 × 36 and #10. Maximum scanning area size, cm: at least 19.4 × 26. Based on a review of currently available gel documentation systems from leading manufacturers, the requirement for Maximum gel size reflects the specifications of older-generation systems and is no longer a standard parameter used by most manufacturers of modern gel documentation systems. Current-generation systems are typically specified by their maximum imaging (scanning) area, which defines the effective area available for image acquisition and analysis. In addition, modern imaging systems generally feature more compact imaging areas while providing significantly improved sensitivity, image quality, dynamic range, and software capabilities. The currently specified maximum scanning area therefore significantly limits the range of current-generation systems available on the market without providing a corresponding analytical advantage. Therefore it is requested a) to remove technical requirment line #9 cal specification and b) to revise technical requirement #10 as "... at least 20 × 16 cm, which is sufficient for imaging standard agarose and polyacrylamide gels used in routine molecular biology laboratories while allowing participation of current-generation gel documentation systems that provide equivalent or superior analytical performance. A2: The request to remove technical requirement #9. Maximum gel size, cm: at least 28 × 36 is accepted. As for technical requirement #10. Maximum scanning area size, cm: at least 19.4 × 26, it will be revised to at least 18 × 20 cm, as per the end-user, to allow wider competition. The RFQ_2026_63454_Section III_Returnable Bidding Forms_Form C_Technical Bid Form will be updated accordingly and uploaded in the "Documents" section of the RFQ.
