Would you please advise?UNOPS ResponseUNOPS confirms that a manufacturer may authorize multiple bidders to participate in this tender. Manufacturers frequently maintain networks of authorized dealers or representatives, and different dealers may offer distinct equipment models that comply with the technical specifications.However, bidders must take cognizance of the following requirements:The Manufacturer's Authorization Form (Form E) must explicitly confirm that the bidder is authorized to offer the manufacturer's products within the region, and that the manufacturer will fully back the comprehensive warranty and guarantee for the offered equipment.After-Sales Support Commitment: The authorization must also verify that the manufacturer will provide local or regional after-sales support, including access to technical assistance and the continuous availability of genuine spare parts as and when required, which is critical to ensuring the long-term functionality and sustainability of the equipment.

New clarification added: Question 6:We are preparing our submission for ITB/2026/63183.Kindly clarify whether all documents listed as mandatory in the online checklist are required at bid submission stage, especially documents related to installation, calibration, incident reporting, HSSE/QAQC plans, PPE, packaging waste, staff CVs and site execution.In many UNOPS tenders, such implementation-related documents are usually requested after contract award from the successful bidder.We request UNOPS to kindly confirm whether these documents are strictly required now, or whether they may be submitted post-award before installation and commissioning. UNOPS ResponseUNOPS confirms that all documents designated as mandatory within the checklist are strictly required at the bid submission stage. Although these documents pertain to the execution phase, they serve critical evaluation purposes:1. Demonstration of Implementation Methodology: They provide comprehensive insights into the Bidder's operational approach toward installation, quality control, and site management.2. Verification of Capability and Readiness: They enable UNOPS to evaluate whether the Bidder possesses the requisite systems, personnel, and resources to execute the project within the stipulated timeline and in compliance with international best practices.3. Confirmation of HSSE and QA/QC Compliance: They provide objective evidence of the Bidder's commitment to health, safety, environmental protection, and quality assurance.4. Validation of Personnel Competence: They substantiate the competencies of the proposed team, ensuring they possess the necessary skills and experience.In view of the strict project timelines, these documents facilitate a thorough upfront assessment of each bidder's technical capacity, thereby ensuring that only qualified vendors are considered. Postponing the submission and evaluation of these documents to the post-award stage would impede UNOPS's ability to verify project readiness in a timely manner and could potentially induce avoidable project delays.Furthermore, while all mandatory documentation must be submitted concurrently with the bid, UNOPS distinguishes between project-specific implementation documentation—including detailed technical specifications of the goods—and historical corporate records. Historical records, such as business registration certificates or financial statements, serve as objective evidence of eligibility. In the event that such historical documents are inadvertently omitted, UNOPS may utilize the clarification request function within the eSourcing portal to request them, thereby maintaining an equitable and inclusive procurement process. Conversely, to preserve the fairness and integrity of the competitive tendering process, UNOPS will neither request nor accept any missing implementation-related or non-historical documentation after the closing deadline for submissions.

New clarification added: Question 5: We note that the consignee for the tendered goods under this project is the Ministry of Health of Zimbabwe. Please advise whether an import permit is required for such goods. If so, is the consignee able to provide it? Are there any other special regulatory requirements applicable to the import of these goods, and what specific certificates need to be obtained? Additionally, will the Buyer (the Ministry of Health of Zimbabwe) be responsible for applying for and obtaining all such certificates, as well as exemptions from import duties and VAT?UNOPS Response:Negative. Given the technical nature of the hospital-grade laundry equipment being procured, no specialized import permits are required for their entry into Zimbabwe.There are no supplementary regulatory mandates governing the importation of industrial-grade washing and drying apparatus beyond the standard customs documentation prescribed by the Zimbabwe Revenue Authority (ZIMRA). No further technical, sanitary, or regulatory certifications are required for this specific category of goods.The Government of Zimbabwe, acting through the Ministry of Health and Child Care, shall process the requisite Duty-Free Certificate for the shipment. This document serves to authorize exemptions from Import duties and Value Added Tax (VAT) in alignment with established governmental protocols. UNOPS will provide the necessary coordination to support the documentation process for customs clearance and statutory tax relief.Upon the successful granting of such exemptions, the responsibility for executing final customs clearance and the logistics of delivery to the designated provincial hospitals shall reside with the supplier.

New clarification added: Question 2: Your requirement of Cold Water Inlet indicate that the machine accepts cold water supply; operating pressure 1.5 – 8 bar. The requirement of our machine's operating pressure is 2-3 bar, accepting cold water supply. Could it be acceptable to you?UNOPS Response:Affirmative. The technical specifications detailed in Section II: Schedule of Requirements mandate an operating pressure range of 1.5 to 8 bar. Consequently, the proposed range of 2–3 bar is compliant as it aligns with the established parameters. Please ensure the equipment accommodates a cold water supply and adheres to all additional technical criteria, specifically the requirement for a ¾-inch BSP or 1-inch threaded fitting.

New clarification added: Question 1: Your requirement of Maximum Height is 2,100 mm, Maximum Width is 1,400 mm and Maximum Depth is 1,500 mm. Our product's height is 1,900 mm, width is 1,440 mm and depth is 1,450 mm. We are wondering whether the measurement of our product size could be acceptable to you?UNOPS Reponse: The dimensions stipulated in Section II: Schedule of Requirements (Height: 2,100 mm; Width: 1,400 mm; Depth: 1,500 mm) constitute the maximum permissible dimensions. Given that the proposed width of 1,440 mm exceeds the 1,400 mm maximum threshold, the product is deemed non-compliant. Only equipment adhering to the specified maximum dimensions and fulfilling all other technical criteria shall be considered acceptable. Bidders are directed to consult Section II: Schedule of Requirements, Clause 4 and Form C: Technical Bid Form for further guidance.
