End-term Evaluation of the UNDP WeBelong Africa YKP Project

For the End-term Evaluation of the UNDP WeBelongAfrica (WBA) Young Key Population (YKP) Project. The evaluation will cover the countries where the WBA YKP project was implemented, including Angola, Eswatini, Mozambique, Zambia, and Zimbabwe, as well as regional level interventions undertaken in cooperation SADC institutions from July 2021 to June 2026.

It will examine the project’s achievements, challenges, and overall effectiveness in delivering its intended outputs and outcomes, including progress against the Results Framework. The evaluation will also analyze the relevance, effectiveness, and sustainability of project strategies and interventions, while reviewing how recommendations from the Mid-Term Review were implemented.

Using a rights-based approach grounded in inclusion, gender equality, participation, non-discrimination, and accountability, the evaluation will identify enabling factors, document intended and unintended results, and generate lessons learned. It will conclude with actionable recommendations to inform future regional key population initiatives and strategies to sustain project gains, in line with UNDP evaluation standards.
