Engagement of a Production Agency - National GBV Communications Campaign
Service Requirements/Terms of Reference (ToR)
The selected Production Agency will undertake the conceptual design, multi-platform production of campaign communication assets.
The primary areas of responsibility for this procurement include -
Development of Campaign Identity and Branding
Production of Trilingual Communication Content
Generate all communication materials in Sinhala, Tamil, and English to ensure equitable reach.
Craft survivor-sensitive narratives aligned with Gender-Based Violence prevention standards and UN protocols.
Design and produce awareness posters and digital assets.
Multimedia and Audio-Visual Production
Develop social media reels and short-form video assets.
Support for Digital and Social Media Platforms
Conceptualise creative digital assets for widespread dissemination across social media channels.
Facilitate content rollout through integrated digital campaigns and interactive online engagement.
Produce myth-busting graphics, hotline awareness reminders, and public education visuals.
Visibility Initiatives and Community Outreach
Design visibility materials for Grama Niladhari offices
Inclusion and Accessibility Standards
Incorporate accessibility features including sign-language interpretation, subtitling, and accessible digital formats.
Ensure all communication outputs are culturally sensitive and suitable for diverse national audiences.
Accessibility Adaptations - Inclusive communication formats
Subtitles, sign language interpretation, accessible digital formatting, Braille-ready materials across all key content
Digital Dissemination & Boosting - Dissemination and online boosting support
Social media publishing, audience targeting, engagement amplification Throughout campaign period
Objectives and scope of the Services
The selected Production Agency will be responsible for:
Conceptualizing and developing trilingual communication materials aligned with campaign objectives
Ensuring all content is survivor-sensitive, inclusive, and culturally appropriate
Coordinating production schedules and delivery timelines
Designing materials suitable for digital, print, and community outreach platforms
Supporting public visibility and digital dissemination efforts
Ensuring accessibility standards are integrated into campaign outputs
Coordinating with UNFPA throughout content development, review, revision, and approval processes
All materials developed under this assignment will remain the intellectual property of UNFPA.
