Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: under the framework of the second phase of the project “Support to Free Movement of Persons and Transhumance in the IGAD Region (FMPT II),” funded by the European Union the ILO will be supporting IGAD Secretariat in developing a regional employment policy framework. The objective of the policy framework is to provide guidance to member states in designing, aligning, implementing and monitoring comprehensive national employment policies that promote full, productive and freely chosen employment on the one hand, and to define a set of regional actions to be undertaken by IGAD secretariat, Member States, and partners to advance labour market integration in the region. The consultant is expected to develop the IGAD Regional Employment Policy Framework drawing on both primary and secondary data sources. As part of this process, the consultant will prepare a comprehensive situational analysis report that sets the context and informs the formulation of the policy framework and further present the documents for stakeholder review and validation. The preparation of the situational analysis report and the Regional Employment Policy Framework will be highly consultative, ensuring active engagement of Member States, social partners, and other stakeholders.
