En este sentido, y antes de iniciar este proceso, CEPAL está explorando opciones para continuar con el programa de reciclaje de basura electrónica en las oficinas de Santiago de Chile y busca a través de esta Solicitud de Información, identificar potenciales Corporaciones, Fundaciones u Organizaciones sin fines de lucro y recabar ideas de las mismas para el servicio de retiro y reciclaje de basura tecnológica utilizado en la sede, que puedan cumplir con las solicitudes de reportes y periodicidad a cambio de la donación de todo la basura tecnológica producida en CEPAL. Esta Solicitud de Información se realizará SIN COSTO PARA LA CEPAL. Este anuncio es una solicitud de información (RFI), no una petición de ofertas, sin embargo la CEPAL está haciendo un estudio de mercado con el fin de firmar un Convenio con aquella entidad que cumpla con los requisitos que se detallan a continuación (Specific Requirements). ENGLISH VERSION BELOW/ VERSIÓN EN INGLES A CONTINUACION ************************************************************************************ The United Nations Economic Commission for Latin America and the Caribbean, headquartered in Santiago, Chile (UNECLAC) is seeking companies with local representation in Chile, that provides electronic waste collection and recycling services. In this regard, and prior to initiating this process, ECLAC is exploring options to continue the electronic waste recycling program at the Santiago, Chile offices and are seeking through this Request for Information, to identify potential Corporations, Foundations or Non-Profit Organizations and gather ideas from them for the removal and recycling service of electronic waste used at the headquarters that can comply with the reporting and periodicity requests in exchange for the donation of all electronic waste produced at ECLAC. This Request for Information will be made at NO COST to ECLAC. This announcement is a Request for Information (RFI), not a Request for Bids, however ECLAC is conducting a market study in order to sign an Agreement with the entity that meets the requirements detailed belos (Specific Requirements). Specific Requirements/Information SPANISH VERSION BELOW/ VERSIÓN EN ESPAÑOL A CONTINUACION/ ****************************************************************************************** El objetivo de esta iniciativa es promover la sostenibilidad y reducir nuestra huella de carbono. CEPAL requiere de estos servicios por un período de tres años (con posible renovación por períodos de un año y un máximo de dos) con una organización que pueda ofrecer servicios de reciclaje de basura tecnológica, garantizando la periodicidad de los retiros y que se adapte a las solicitudes de la CEPAL, en caso retiro adicional sea necesario, contribuyendo a la reducción de desechos de oficina, y apoyando con ello las actividades operativas y sociales de su fundación. Las empresas interesadas deben responder a las siguientes preguntas: 1. Descripción de Servicios: Detalles sobre los servicios de reciclaje que ofrecen, incluyendo recolección, procesamiento y disposición final de la basura electrónica reciclada. 2. Frecuencia y Logística de Recolección: Información sobre la frecuencia de recolección, así como los procedimientos y condiciones para el retiro de materiales reciclables desde nuestras oficinas. 3. Condiciones de la prestación del servicio: Información sobre las condiciones del servicio gratuito. 4. Capacidades y Limitaciones de Reciclaje: Especificaciones sobre el tipo de basura tecnológica que aceptan, volúmenes mínimos o máximos de recolección, y cualquier otra limitación. 5. Informes de Reciclaje y Certificados de impacto ambiental: Cepal requerirá al oferente la entrega de un Certificado de Trazabilidad e Impacto Ambiental, emitido por gestores autorizados, que acredite el ciclo de vida completo de los residuos, desde su retiro hasta su disposición final o valorización, garantizando el cumplimiento de la normativa ambiental vigente. Dicho certificado deberá incluir, a lo menos, la identificación de la cadena de custodia —indicando el generador, transportista debidamente autorizado mediante resolución sanitaria y gestor final—; el detalle del impacto ambiental asociado, especificando el volumen total de residuos tratados (expresado en kilogramos o toneladas) y, cuando corresponda, indicadores de economía circular, tales como emisiones de CO₂ evitadas o porcentaje de material valorizado; y la descripción del destino final de los residuos, señalando si estos han sido reciclados, descontaminados o sometidos a disposición final. 6. Impacto Social y Ambiental: Datos sobre el impacto ambiental y social de sus operaciones, como los beneficios de la recolección y reciclaje de basura electrónica en su empresa y en la comunidad. 7. Certificaciones y Cumplimiento Normativo: Detalles sobre cualquier certificación o cumplimiento normativo relacionado con la recolección y reciclaje de basura tecnológica que poseen. Se ruega a los interesados que faciliten la información mencionada y/o toda la información adicional, por ejemplo, especificaciones, plazo de entrega, coste, etc., en formato PDF a las direcciones de correo electrónico indicadas. Tenga en cuenta lo siguiente 1. Todos los costos derivados de la preparación de una respuesta para la RFI deben ser cubiertos por el vendedor. 2. Esta RFI es un proceso separado e independiente. 3. La información recibida en respuesta a la RFI sólo será utilizada por las Naciones Unidas con fines de planificación interna. Todas las respuestas serán estrictamente confidenciales y sólo el personal autorizado tendrá acceso a ella. 4. La respuesta a esta RFI no se utilizará para precalificar a los proveedores. 5. La información proporcionada no será contractualmente vinculante para el proveedor. 6. Para mantener la coherencia en el formato de las respuestas. Éstas deberán presentarse en un documento PDF. ECLAC requires these services for a period of three years (with the possibility of renewal for one-year periods, up to a maximum of two renewals) from an organization capable of providing electronic waste recycling services, ensuring regular collection schedules and adapting to ECLAC’s requests in the event that additional collections are necessary. This will contribute to reducing office waste while supporting the operational and social activities of the foundation. Interested companies are asked to respond to the following questions: 1. Description of Services: Details on the recycling services they offer, including collection, processing and final disposal of recycled E-waste. 2. Collection Frequency and Logistics: Information on the frequency of collection, as well as the procedures and conditions for the collection of recyclable materials from our offices. 3. Service Conditions: Information on the conditions of the free service. 4. Recycling Capacities and Limitations: Specifications on the type of E-waste they accept, minimum or maximum collection volumes, and any other limitations. 5. Recycling Reports: ECLAC shall require the bidder to provide a Traceability and Environmental Impact Certificate, issued by authorized waste management operators, certifying the complete life cycle of the waste, from its collection through to its final disposal or recovery, thereby ensuring compliance with applicable environmental regulations. The certificate shall include, at a minimum: the identification of the chain of custody—indicating the waste generator, the transporter duly authorized through a valid sanitary permit, and the final waste management operator; details of the associated environmental impact, specifying the total volume of waste processed (expressed in kilograms or metric tons) and, where applicable, circular economy indicators such as avoided CO₂ emissions or the percentage of material recovered; and a description of the final destination of the waste, indicating whether it has been recycled, decontaminated, recovered, or subjected to final disposal. 6. Social and Environmental Impact: Data on the environmental and social impact of your operations, such as the benefits of E-waste collection and recycling on your foundation and the community. 7.Certifications and Regulatory Compliance: Details on any certifications or regulatory compliance related to E-waste collection and recycling that they hold. Interested parties are kindly requested to provide the information mentioned above and/or all additional information, e.g., specifications, delivery time, cost, etc., in PDF format to the e-mail addresses indicated. Please note the following: 1. All costs involved preparing a response for the RFI must be covered by the vendor. 2. This RFI is a separate and independent process. 3. Information received in response to the RFI will only be used by the UN for internal planning purposes. All responses will be kept strictly confidential and only authorized personnel will have access to it. 4. The response to this RFI will not be used to pre-qualify vendors. 5. The provided information will not be contractually binding to the vendor. 6. To keep response formats consistent, the responses must be in a PDF document.
