Development and Implementation of a User-Centered Data-to-Action Approach to Strengthen Local Health System Governance in Cambodia
WHO seeks an organization to work closely with the MOH and subnational stakeholders (PHD and OD) to take a user‑centred approach to designing and deploying data to action tools, such as dashboards, that draw on the national health management information system (DHIS2‑based) and other data sources, creating tools and processes that strengthen data use for management, planning, and action in support of primary health care transformation at the subnational level. The organization will leverage the national HMIS (DHIS2 based) in terms of both a data source and the Cambodia Digital Health Enterprise Architecture as the guide for future integration of data across different sources for dynamic analyses, ensuring a single, integrated data to action approach that avoids creating parallel data analytics systems. Overall, this work should seek to improve the capacity of the MOH, PHD and OD to be able to develop tools and processes, that can be replicated nationwide, that strengthen the usability of data to support more informed decision making, enhancing social accountability to improve the quality of primary health care.
