Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: [The consultant will support the implementation of an ILO SIYB Training of Trainers (ToT) cycle in Syria under the PROSPECTS Phase II Opportunity Fund project “Return and Rebuild: Advancing Voluntary Returns and Sustainable Reintegration for Syrians.” The assignment aims to strengthen entrepreneurship ecosystems and improve access to quality business development services by building a pool of certified Syrian SIYB trainers capable of delivering Generate Your Business Idea (GYB), Start Your Business (SYB), and Improve Your Business (IYB) training in Damascus, Aleppo, Idleb, and Hama. The consultant will conduct institutional assessments and mapping of partner institutions, review and assess trainer applications, shortlist and select trainer candidates, prepare and deliver the SIYB ToT workshop in Arabic, and provide post-training technical support and monitoring in line with SIYB quality assurance standards. The consultant will also support trainer certification processes, conduct competency refresher activities, monitor trainers’ field implementation, and provide technical recommendations related to entrepreneurship development and SIYB delivery in Syria. The assignment includes coordination with ILO, partner institutions, and project stakeholders, as well as missions to Syria to support monitoring and certification activities. The consultant will also support enterprise development and financial inclusion activities under the project, including mapping and engagement of financial institutions, development of referral pathways for MSMEs and entrepreneurs, coordination with banks and relevant national institutions, support to investment readiness and access-to-finance initiatives, and tracking enterprise development and job creation outcomes.
