UNICEF has now issued a Request for Proposals in order to select a supplier for the Development of Implementation Readiness Materials for the Updated Electronic Case Management System (Stage 1)
Since the onset of the full-scale invasion of Ukraine by the Russian Federation in February 2022, the country has been facing significant humanitarian and institutional challenges affecting the delivery of essential public services. The social protection system has been under increased pressure due to population displacement, damage to infrastructure, and growing demand for accessible and timely support for vulnerable groups, including children, families, and persons with disabilities.
In response to these challenges, Ukraine is advancing a broad reform of its social protection system, with a strong focus on digital transformation and the development of integrated, user-centered service delivery models. This includes the introduction and scaling of digital case management tools designed to improve coordination between service providers, enhance efficiency, and ensure more consistent access to social services across communities.
UNICEF has been a key partner of the Government of Ukraine in supporting the strengthening and modernization of the social service system, with a particular focus on child protection, social workforce capacity building, and digital solutions for service delivery. In the context of ongoing reforms, UNICEF continues to support efforts aimed at improving the effectiveness, accessibility, and resilience of social services under both emergency and recovery conditions.
The updated Case Management System introduces significant changes in workflows, user roles, and interagency coordination mechanisms. Effective implementation of these changes requires not only technical deployment of the system, but also structured support for end users to ensure practical understanding and correct application of new processes in daily work.
Against this background, there is a need to develop an Implementation Readiness and User Enablement Package that will support the rollout of the updated system, strengthen user capacity, and facilitate consistent adoption of new digital tools across all levels of service delivery.
This tender will be run through the UNICEF e-submissions system.

In the tender management site, if you navigate to the documents tab and opt in to confirm your intention to submit a Bid – you will then see the mandatory placeholders for documents that must be attached prior to submitting your Offer (you will also see if there are any mandatory questionnaires to complete). As such, you are recommended to `opt in` well before the submission deadline so you are clear exactly what documents are required to be uploaded prior to completing your submission.
Please note that in order to access the tender documentation through UNICEF’s e-submissions system, vendors must: (i) be registered with UNICEF in UNGM as a company/NGO; (ii) have successfully completed all mandatory information currently required by UNGM when registering.
Please ensure that any files submitted as part of your Bid are not corrupt or damaged in any way. Please exercise particular caution when using compressed files. Any corrupt or damaged files may lead to your Bid being invalidated.
